It is intimated the HCF was earlier granted authorization under Bio Medical Waste (Management & Handling) Rules, 2016 vide no. BMW/Fresh/TRT/2019/10318826 dated 12.07.2019, which was valid for one time.
Now, the HCF has applied for fresh authorization under the said act as the ownership of the HCF has been changed. The application of authorization applied by the HCF was scrutinized and it was found that the HCF has submitted all the required documents. The HCF is having 0 beds as per certificate submitted by the HCF. The HCF has also deposited authorization fee amounting Rs. 1000/- vide R. No. 54234132 dated 04.11.2025, which is valid forever as per the new BMW fee structure dated 06.01.2023. The HCF has also submitted MOU signed with M/s Amritsar Envirocare Systems Pvt. Ltd., Vill. Ibban Kalan, Chabhal Road, Amritsar, which is valid up to 30.09.2030. The HCF has also submitted manifest record The Bio-Medical Waste is being lifted by CBWTF and the HCF has maintained the record of the same as the HCF has submitted the manifest slips record alongwith the application. As per the record, it is clear that the HCF is regularly lifting its Bio-Medical waste to CBWTF.
The HCF has also submitted an undertaking that the entire Bio-Medical Waste is lifted by CBWTF except liquid waste and that is being pretreated with (1-2)% Sodium Hypochlorite Solution and then is finally discharged onto land for plantation.
Now, as per the Board’s notification no. 379 dated 27.10.2023, the HCFs upto 30 bed capacity which are discharging their liquid waste into public sewer and operating within MC limits of towns, where terminal STPs have been installed, shall be granted Consent to Operate under Water Act, 1974 and Air Act, 1981 as well as authorization by PPCB without installation of ETPs, as an interim arrangement, subject to condition that the HCF shall ensure to comply with the effluent standards as notified by the MoEF&CC under Bio-Medical Waste (Management & Handling) Rules, 2016 as amended up to date and subsequent amendments if any.
Keeping in view of the above, it is recommended that the authorization under Bio Medical Waste (Management & Handling) Rules, 2016 may be granted for one time with special conditions as follows:
1. The HCF shall renew its Agreement with Common Bio Medical Treatment Facility immediately before its expiry.
2. The HCF will apply for fresh authorization under Bio Medical Waste (Management & Handling) Rules, 2016 and varied Consent to Operate Water Act, 1974 and Air Act, 1981, if it becomes a bedded hospital (for non-bedded) or if it increases its bed capacity or dental chairs.
