Earlier the industry has obtained authorization under HWM rules, 2016 for generation, collection, storage & disposal of HW category 5.1- Used oil @ 1.5 TPA; 21.1- Process wastes, residues and sludges @ 3 TPA, 35.3 Cat @ 6TPA of Schedule-I, 33.1-Empty barrels/containers/liners contaminated with hazardous chemicals /wastes of schedule-I @ 1 TPA under HWM Rules, 2016 vide no. HWM/renew/BTI/2024/27296015 dated 09.12.2024 valid upto 31.12.2025.
Now, the industry has applied for authorization under the Hazardous Waste (Management, Handling and Transboundary Movement) Rules, 2016 for generation, collection, storage & disposal of HW category 5.1- Used oil @ 1.5 TPA; 21.1- Process wastes, residues and sludges @ 3 TPA, 35.3 Cat @ 6TPA of Schedule-I, 33.1-Empty barrels/containers/liners contaminated with hazardous chemicals /wastes of schedule-I @ 1 TPA under HWM Rules, 2016.
The industry was visited by AEE of this office on 26.09.2025 and it was observed as under: -
1. The industry was in operation during visit.
2. The industry has provided a display board indicating environmental data at the main gate of the industry.
3. The industry has provided a hazardous waste storage facility of size 6’x6'x6' with lock & key arrangement & covered from top to avoid any entry of rain water and concrete flooring has been provided in the hazardous waste storage shed.
4. The industry has made agreement with M/s Indian Petro Chemical, Village Sikri, Ballabhgarh, Faridabad for HW Cat. 5.1- Spent Oil dated 04.01.2025, M/s Eco Management and Protection Pvt. Ltd., Bhiwandi for HW Cat. 21.1 - Process wastes, residues and sludges dated 30.12.2022 and M/s Surya Chemicals, village Ranimajra, Dera Bassi, SAS Nagar for HW Cat. 33.1- Empty barrels/containers/liners contaminated with hazardous chemicals /wastes of schedule-I dated 04.11.2024. The industry has not submitted any information regarding its agreement for lifting of waste generated under HW Cat. 35.3.
5. The industry has stored 105 ltr Hazardous waste of category 5.1 was stored in room in MS drum & 2146 kg of HW of cat 21.1 was found stored in HDPE bags & 3185 kg of HW of cat 35.3 was lying stored in the industry.
6. The industry has lastly lifted HW of cat 21.1 @ 22 kg vide no. 117 dated 17.06.2024 and @ 1850 kg vide no. 543 dated 28.03.2025, to M/s Eco Management and Protection Pvt. Ltd., Bhiwandi and HW cat 5.1 @500 ltr. vide manifest no. 1677 dated 17.06.2024 and @ 300 ltr. vide no. 2433 dated 28.03.2025 to M/s Indian Petro Chemical, Village Sikri, Ballabhgarh, Faridabad; HW cat 33.1 @ 108 no. vide manifest no. 1089 dated 15.11.2024 and @ 20 ltr.- 202 no. vide manifest no. 1358 dated 19.08.2025 to M/s Surya Chemicals, village Ranimajra, Dera Bassi, SAS Nagar.; The industry has not submitted any information regarding last lifting of waste generated under HW Cat. 35.3.
7. The representative of the industry informed that the industry has not yet made any agreement for lifting/disposal of waste generated under HW Cat. 35.3.
From above it is evident that the industry is not complying with the provisions of HWM Rules, 2016. In view of above, it is recommended that industry may be granted short term authorization under the provisions of HWM Rules, 2016.
