Alloys Unit No. II, Hadbast No.-228, Bilga Road, V-Sahnewal Khurd, Ludhiana. The Following were present: On behalf of Punjab Pollution Control Board Er. Ravinder Bhatti, Senior Environmental Engineer, Zonal Office-1, Ludhiana Er. Sukhwant Singh, Environmental Engineer, Zonal Office-1, Ludhiana On behalf of the industry Sh. Mahesh Gupta, Partner The Environmental Engineer, Zonal Office-1, Ludhiana brought out that the industry is a medium scale orange category unit and has earlier obtained authorization under the Hazardous Waste Rules, 2016 vide no. HWM/Fresh/LDH2/2017/5671241 dated 20/06/2017 expired on 30/06/2021 for hazardous waste category 35.1-Exhaust Air or Gas cleaning residue @ 6 TPA & category 5.1-Used or spent oil @ 0.25 KL/Annum under name of M/s Anro Steel Pvt. Ltd. The industry has now applied for fresh authorization under Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016 for generation, storage & disposal of hazardous waste Category 5.1 (-Used or spent oil) @ 0.025 KL/Annum, Category 35.1(Exhaust Air or Gas cleaning residue) @ 2.8 TPA through OCMMS under the name and style of M/s K.K. Alloys Unit No. II. The authorization application of the industry was perused and it has been observed as under:- 1. The hazardous waste quantity @ 2.8 TPA for 8 Kg/day is on lower side for cat 35.1 considering that in last 3 -4 years up-gradation of APCD to side hood which has improved APCD functioning, but industry has applied for lower quantities as compared to previous authorization (From 6 TPA to 2.8 TPA). 2. The hazardous waste generation of cat 35.1 from March to Sept 2025 was 118 kg only, which is on very low side. The industry has failed to justify the quantity of hazardous waste to be generated under category 35.1. Thus, the industry is not complying with the provisions of the Hazardous and other Waste (Management & Transboundary Movement) Rules, 2016. In view of above, show cause notice for refusal of authorization under the Hazardous and other Waste Rules, 2016 has been issued to the industry with hearing before the CEE, Ludhiana on 03.11.2025. Sh. Mahesh Gupta, Partner of the industry attended the hearing and submitted written reply which has been taken on record. He submitted that the industry has installed one electric induction Furnace equipped with Bag Filter House as APCD along with an adequate stack height, in compliance with PPCB norms. The APCD is functioning properly and is operated regularly. The unit operates during night hours (only 8 hours) under special provisions of the PSPCL circular. Due to the ongoing recession in the steel industry, particularly in the steel ingot manufacturing sector, their unit operates only 20 to 25 days per month, utilising less than 30% of its total capacity. Consequently, hazardous waste generation is very low. They are maintaining proper records of hazardous waste and have designated a 10x10 ft. room for the storage of hazardous waste, although the quantity generated remains minimal. An Environmental Data Display Board has been installed outside the factory premises, on the right side of the main gate, as per regulatory requirements. The officer of the Board observed that the quantities of hazardous waste generated / reported is required to be re-checked by the industry and Regional Office-1, Ludhiana in terms of its actual production and to provide scientific inputs for significant reduction in the hazardous waste quantities. After hearing the industry, officers of the Board and considering background of the case and material facts on the record, the Chief Environmental Engineer of the Board decided that: 1. The industry shall re-examine the hazardous waste generation viz-a-viz its production and provide scientific justification for decrease in hazardous waste generation. 2. The industry shall submit the production record and hazardous waste generation record for the last 02 years to the Board, within 02 days. 3. The present application of the industry for obtaining authorization under the Hazardous and other Waste (Management & Transboundary Movement) Rules, 2016 be returned. 4. The industry shall re-apply for authorization under the Hazardous and other Waste (Management & Transboundary Movement) Rules, 2016 for full capacity, within 07 days. 5. Environmental Engineer, Regional Office-1, Ludhiana shall check and compare the hazardous waste generation w.r.t. production, verify the contentions made by the industry during hearing and shall submit the report within 10 days. Submitted for confirmation of decisions of the hearing and for conveying to the industry and Regional Office for compliance of above decisions, please.
