Sub:- Application for obtaining fresh authorization under Bio Medical Waste Rules, 2016- M/s Akaal Hospital, Mehta Shri Hargobindpur, G.T. Road, Ghoman, Tehsil-Batala, District-Gurdaspur.
It is submitted earlier the HCF has applied for obtaining fresh under Bio Medical Waste, Rules, 2016 of Bed capacity 20 beds through OCMMS system along with requisite documents and fee may kindly be perused.
The Hospital has submitted Rs. 10000/- vide UTR No. 206334117 dated 27/10/2025 as Bio-Medical Waste, Rules, 2016, which is valid upto 30/09/2030. The HCF has entered into an agreement with M/s Bio-Medical Waste Treatment Plant Pvt. Ltd. Village- Pangoli, Pathankot for collection, transportation, treatment and disposal of Bio-Medical Waste generated by it. The HCF has submitted various documents attached with the application in PDF format, which may kindly be pursued.
The HCF comprises of 20 beds and has capacity to generate effluent @ 10 KLD, for which the HCF has installed STP of capacity 20 KLD to treat its effluent and has submitted feasibility report of the same. The HCF has installed STP comprising Screen Chamber > Collection Tank > MBBR Reactor Tank-I > MBBR Reactor Tank-II > Secondary Tube Settler (excess sludge to sludge beds)> Filter Feed Tank > Pressure Sand Filter (backwash water to collection tank) > Activated Carbon Filter (backwash water to collection tank) > Irrigation/Horticulture. The HCF has also submitted an undertaking regarding discharging of wastewater onto land for plantation after treated through STP. As per undertaking submitted the HCF has provided 10.3 Marlas area for plantation purposes. The HCF has also submitted site plan showing plantation area at the site.
The Hospital was visited by officer of this office on 03/11/2025 and observed as under:-
1. The hospital comprising of 20 beds engaged in the process of providing medical
services.
2. The hospital has installed ETP for treatment of its effluent generated from hospital premises.
3. The treated effluent after the ETP is discharged onto land for plantation for which HCF has planted fresh sapling.
4. The HCF has provided colour coded bins for collection/segregation of Bio Medical Waste, segregation of BMW found proper as per color codes.
5. There is no laundry and staff residence inside the premises of the hospital.
6. The HCF has provided needle destroyers for shredding of needles.
7. The HCF is maintaining the record of Bio Medical Waste lifted to CBWTF.
8. The HCF has installed one no. D.G. set of capacity 35 KVA, which is provided with canopy.
The HCF is complying with the provisions of the Bio-Medical Waste Management Rules, 2016.
In view of the above, it is recommended that authorization under Bio-Medical Waste Management Rules, 2016 may be granted to the HCF for a period upto 30/09/2030 for 20 beds subject to suitable conditions along with special condition that the HCF will renew its agreement time to time made with Common Bio Medical Waste Treatment Facility well before its expiry and submit the copy of same in this office.
