File Note: • The HCF has applied for authorization and fresh consent to operate under the Water Act, 1974 and Air Act, 1981 through OCMMS for 10 bed capacity with requisite documents and the HCF has deposited consent fee of Rs. 16000/- vide online R. No 872266556 dated 28.10.2025 under the Water Act, 1974 and Rs. 16000/- vide onlne R. No. 845241365 dated 28.10.2025, which is adequate upto 01.07.2032. Further, the HCF has deposited Rs. 5000/- for the Authorization which is adequate upto 06.01.2028. • The HCF has submitted an agreement of 10 beds executed with the Common Bio Medical Waste Treatment Facility namely M/s Med-Waste Solutions Pvt. Ltd., Village Bidowali, Tehsil Gidderbaha, Distt. Sri Muktsar Sahib for lifting and treatment of Bio Medical waste generated from the HCF having validity upto 05.07.2027. • The HCF has submitted Sewerage Bill vide no. 160300000306949 dated 03.10.2025 amounting to Rs. 3780/-. The bill reflects that the HCF has a valid sewerage connection and the effluent generated within the premises is discharged into the MC sewer line which is further carried for its treatment in the terminal STP of Malout. • The HCF has submitted a copy of the lease agreement, wherein it is stated that the landowner, Smt. Pushpa Rani, has leased the land on which the HCF is established to her husband, Sh. Madan Lal. The lease agreement remains valid up to 31.03.2034. • Moreover, as per the office order no. EPA/2017/No. 5261-86 dated 15/12/2017 the competency of upto 50 beds HCEs and Labs and Blood Banks, Pathological Lab, Veterinary Institutions / Animal House etc lies with the Environmental Engineer of the Regional Office's. The Board vide order No. 379 dated 23.10.2023 has decided that the HCF upto 30 bed capacity which are discharging their liquid waste into public sewer and operating within MC limit of town where terminal STP have been installed shall be granted consent to operate as well as authorization without installation of individual ETP as an interim arrangement subject to the condition that HCF shall ensure to comply with the effluent standards as notified by Ministry of Environment, Forest and Climate Change under the Bio Medical Waste Management Rules, 2016 as amended upto dated and subsequent amendments if any. • In the present case, the HCF has bed capacity of 10 no. The HCF is located within MC limit as per the sewerage bill and is disposing effluent into MC Sewer. • The HCF was visited by AEE of this office on 08.11.2025 and it was observed as under: - 1. The HCF was in operation and has installed 10 no. beds. 2. The HCF has provided different color-coded buckets in its premises. 3. The HCF is segregating bio medical waste as per Bio Medical Waste Management Rules, 2016. 4. The HCF has maintained the record for lifting the bio medical waste to the CBWTF. 5. The hospital has provided Final storage room for storage of bio medical waste, which is safe, pucca with lock & key arrangement. 6. The HCF is discharging liquid waste after pretreatment into the sewer which leads to the terminal STP. 7. The HCF has installed DG set of capacity 40 KVA with canopy and adequate stack height. Keeping in view of above, it is recommended that fresh consents to operate under the Water Act, 1974 & Air Act, 1981 may be granted for operation of hospital of 10 beds capacity for a period upto 01.07.2032 and Authorization may be granted to the HCF for period upto 06.01.2028 subject to conditions as per policy of the Board alongwith special conditions as follows: 1) The HCF shall get the validity of agreement made with Common Bio Medical Waste Treatment Facility extended well before its expiry and submit the same to the Board. 2) The HCF shall comply with the provisions of Bio Medical Waste Management Rules, 2016 all the time. 3) The HCF shall comply with the provisions of the Water Act, 1974 & Air Act, 1981 all the time. 4) The HCF shall ensure to comply with the effluent standards as notified by Ministry of Environment, Forest and Climate Change under the Bio Medical Waste Management Rules, 2016 as amended upto date and subsequent amendments if any.
