File Note: It is submitted that the HCF, which is a private hospital named Innocent Hearts Eye Centre, Jalandhar, has applied for grant of fresh authorization under the provisions of Bio-Medical Waste Management Rules, 2016 along with requisite documents for 10 bedded Healthcare Facility. The HCF has deposited authorization fee under Bio Medical Waste Management Rules, 2016 of Rs 9000/- vide UTR no. 367576351 dated 06.09.2025, which is adequate upto 01.12.2030 The HCF has entered into a valid agreement with CBMWTF Meridian Milieu Care Pvt. Ltd. Bir pind Tehsil Nakodar District Jalandhar for generation, collection, storage, transportation and disposal of its Bio-medical waste generated, which is valid upto 13.05.2028 for 10 beds only. Accordingly, as per Board’s office order No. EPA/2018/No. 04 dated 10.04.2018 the authorization (fresh/renewal) under the Bio-Medical Waste Management Rules, 2016 applied by the healthcare facilities up to 20 beds/dental chairs will be granted by the concerned Regional Office within 7 days of receipt of complete application without making inspection/visit of those health care facilities. Keeping in view of above, may if approved, the authorization under Bio-Medical Waste Management Rules, 2016 may be granted to the HCF up to 31.03.2030 with all suitable conditions and following specific conditions as under: - (1.) This authorization is valid till HCF remains only 10 bedded facility and shall obtain revised permission in case its increases bed capacity. (2.) The HCF must obtain and submit NOC/approved building plan within 3 months and all other statutory approvals and clearances required from MCJ and any other relevant authorities to ensure continued compliance with all applicable regulatory norms (3.) The H.C.F shall properly segregate its Bio medical waste in colour coded containers as per latest amended Bio-Medical Waste Management Rules, 2016 and get its Bio Medical waste lifted and transported to CBMWTF on regular basis. (4.) The HCF shall properly maintain daily records of category wise Bio-medical waste generated and lifted to the CBMWTF. (5.) The H.C.F shall comply by the provision of mandatory pre-treatment of infectious liquid waste generated using 1-2% sodium hypochlorite solution as prescribed under Schedule I described under Bio-Medical Waste Management Rules, 2016 framed under Environment (Protection) Act, 1986 (6.) The HCF shall comply with the Bio-Medical Waste (Management & Handling) Rules, 2016 framed under Environment (Protection) Act, 1986 for Generation, Collection, and Storage of Bio-Medical Waste in true letter and spirit. (7.) In case the HCF is found that it has submitted any wrong/ partial/ forged information/ document or any false affirmation, it shall be liable for action as deemed fit by the Board under the provisions of the Bio-medical waste Rules, 2016. (8.) The HCF shall not carry out any expansion/ modernization/ change in process/ category (from green to orange or to red or so on) or out scale (from small to medium or large) without obtaining prior permission of the Board (9.) The HCF shall get the validity of agreement made with CBMWTF extended well before its expiry and must submit the copy of the same to PPCB. (Comp: Environmental Engineer)
