Discussed and it is submitted that industry has recently been granted ‘consent to operate’ under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981, both granted on 08.09.2025 and valid up to 21.12.2025, subject to certain conditions as mentioned therein and some of the following specific condition that:
1. The industry shall install OCEMS at the outlet of ETP as well as its stack, within 3 months of start of operations at the site and shall get the same connected with server of PPCB/CPCB within 15 days thereafter.
2. The industry intimate the Board as soon as the unit is made operational and the industry shall get the effluent/emission analyzed from Board’s lab during this period, so as to check the adequacy of pollution control systems.
The industry is engaged in the manufacturing of Hydrazine Hydrate (100%) @ 3.70 MTD and falls under the Red (Large) category.
Now, the industry has applied for renewal of authorization under the provisions of the Hazardous and Other Wastes (Management & Transboundary Movement) Rules, 2016.
The industry has applied for renewal of authorization for the following categories of hazardous waste: Category 5.1 (Used/Spent Oil @ 1.5 KL/annum), Category 33.1 (Empty barrels/containers/liners contaminated with hazardous chemicals/wastes @ 1.0 Ton/annum), and Category 35.3 (Chemical sludge from wastewater treatment @ 3.0 Ton/annum). The site of the industry was inspected on 30.09.2025 by the officer of Regional Office, during which it was observed that the industry was in operation and had provided environmental data display boards outside the premises. The industry has developed three separate and well-covered storage rooms for storage of hazardous wastes corresponding to the above categories, all equipped with proper lock and key arrangements. The industry is maintaining record of generation, collection, and disposal of hazardous wastes. It has valid agreements with authorized recyclers and TSDF operators, and the present stock of hazardous waste in storage was found within permissible limits. The industry was found to be complying with the provisions of the Hazardous and Other Wastes (Management & Transboundary Movement) Rules, 2016. In view of the above, and as recommended by the Regional Office; if approved, the competent authority be recommended that the renewal of authorization under the Hazardous and Other Wastes (Management & Transboundary Movement) Rules, 2016, may be granted to the industry up to 21.12.2025 (i.e. up to the validity of its ‘consent to operate’)), subject to suitable conditions and the following additional conditions that: 1. The industry shall not generate/ store/ collect/ dispose any other category of hazardous waste from its premise, except the category of hazardous waste(s) for which it has been granted this authorisation under the HWM Rules, 2016. 2. The industry shall install online display board (digital type) in accordance with the Board’s letter no. 17852-65 dated 14.08.2020 within one month (if not already provided) and submit compliance to the Board within 7 days, thereafter. 3. The industry shall dispose of its hazardous waste category 5.1 & 33.1 to the authorized unit / recycler having valid Registration Certificate-cum-Pass Book from Punjab Pollution Control Board / Central Pollution Control Board and valid authorization of the State Board under the said Rules and 'consents to operate' under the Water (Prevention & Control of Pollution) Act, 1974 & the Air (Prevention & Control of Pollution) Act, 1981 and authorization under the Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016, under proper manifest and shall maintain proper record in this regard, at all times 4. The industry shall store its hazardous wastes generated from different manufacturing activities/ otherwise, within its premises in an environmentally sound manner as per provisions of the Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016. Further, the industry shall ensure regular lifting of hazardous waste and also ensure that the quantity of hazardous waste generated per year shall not be stored beyond 90 days (extendable upto 180 days) in its premises at any time. 5. The industry shall handle the hazardous waste(s) strictly in accordance with the provisions of the Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016 and guidelines issued by Central Pollution Control Board / Ministry of Environment & Forests and Climate Change, New Delhi. 6. In case, the industry fails to comply with the above conditions of authorization as well as provisions of the Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016 and/or any other environmental law applicable to the industry and Rules, Circulars & Directions issued by the Board from time to time, the Board shall be constrained to take action against the industry under the provisions of the Pollution Control Laws.
