File Note: It is submitted that HCF has applied for obtaining fresh authorization under Bio-Medical Waste Management Rules, 2016 (for hospital @ 25 no. beds) Detail of the case are as under: - 1. The hospital has deposited Rs. 10000/- vide Receipt No. 453604679 dated 07.11.2025 as authorization fee under Bio-Medical Waste Management Rules, 2016, which is adequate up to 30/09/2030 under both Acts. 2. The hospital has submitted completion certificate regarding installation of STP of capacity @ 10 KLD consisting of components Equalization Tank – Aerobic Bed Reactor – Secondary Clarifier- Pre filtration – PSF – Sludge Drying Beds - Outlet. 3. The hospital has submitted an undertaking regarding disposal of treated effluent used for planation within hospital premises having a land measuring approx. 1379 Sq. Yard. The hospital has also submitted site plan showing plantation area to be developed for disposing treated effluent after STP. 4. The hospital has submitted registry of the land of the hospital showing Khasra no. etc. which have covered the khasra no. mentioned as per submission of the hospital for the area reserved for plantation @ 1379 Sq. Yard. 5. The hospital has submitted CBWTF agreement with M/s Amritsar Envirocare regarding lifting of bio medical waste of 25 no. beds valid upto 30.09.2030. The hospital was visited by undersigned on 03.11.2025 and it was observed as under: 1. The construction of the hospital building has almost completed and final completion was going on. 2. The Hospital has installed STP to treat the combined effluent, with outlet onto land for plantation, however same has yet to operate. STP consist of components Bar Screen – Collection Tank – Primary Clarifier – Aeration Tank – Pressure Sand Filter - Activated Carbon Filter – Outlet. 3. The HCF has made provision for provided color coded bins for segregation, collection of Bio-Medical Waste to be generated. 4. The HCF has provided final collection room for storage of bio medical waste. 5. The hospital has installed D.G. set of capacity 62.5 KVA, which are fitted with canopy and stack of adequate height. Keeping in view of above, it is recommended that fresh authorization under Bio-Medical Waste Management Rules, 2016 may be granted to the hospital up to 30/09/2030 with suitable terms & conditions along with special conditions that: - 1. The hospital shall get effluent sample (combined liquid and domestic effluent) analyzed from the Board’s Lab within 01 month. 2. The hospital shall renew its agreement time to time made with Common Bio Medical Waste Treatment Facility well before its expiry and submit the copy of same in this office. 3. The HCF shall comply vide Head Office, no. 468 dated 31/08/2021 issued by Punjab Pollution Control Board.
