Subject: Application for One Time Authorization to the trader for import of Other Waste as for Part-D on behalf of actual user under Rule 13 of Hazardous & other waste (Management and Transboundary Movement) Rules, 2016- M/s Kohinoor Enterprises, Dharam Mill Road, Near Shanti Kanda, Mandi Gobindgarh, Distt. Fatehgarh Sahib
The godown has applied for obtaining one-time authorization for import of Scrap i.e. Iron and Steel Scrap @ 5,000 MT, Copper Scrap @ 1,000, Aluminum scrap @ 1,000 MT and Mixed non-ferrous metal, heavy fraction scrap, containing metals other than specified in Part B1050 and not containing constituents mentioned in Schedule II in concentrations sufficient to exhibit Part C characteristics*@ 50,000 MT as specified in Part D of Schedule – III of Hazardous&OtherWastes(Management&TransboundaryMovement) Rules, 2016.
The godown has deposited Rs. 5,000/- vide online R no. 304890052 dated 07.11.2025 as one-time registration fees as per the revised fee structure decided by the Board. The establishment has submitted following documents:
1.The establishment has sought one-time authorization for the importof scrap@57,000 MT.
2.The establishment has sought one-time authorization for the import of scrap @ 57,000 MT. Description of Waste to be importedi.e. Iron and Steel Scrap @ 5,000 MT, Copper Scrap @ 1,000, Aluminum scrap @ 1,000 MT and Mixed non-ferrous metal, heavy fraction scrap, containing metals other than specified in Part B1050 and not containing constituents mentioned in Schedule II in concentrations sufficient to exhibit Part C characteristics*@ 50,000 MT as specified in Part D of Schedule – III of Hazardous&OtherWastes(Management&TransboundaryMovement) Rules, 2016.
3.The godown as per application form and IEC certificate is situated in Dharam Mill Road, Near Shanti Kanda, Mandi Gobindgarh, Distt. Fatehgarh Sahib, which falls in MC limit of Mandi Gobindgarh. Further, the godown has also marked its location on the Master Plan and it has also submitted an undertaking (attached herewith).
4.The godown has submitted an undertaking,wherein, it has mentioned that no burning of scrap/other material will be carried out in the premises of the godown.
5.The godown has submitted the copy of rent deed dated 28.10.2025 executed between Shashi Bala (UID-3125 1236 3389) W/o Ajay Kumar Guptaand M/s Kohinoor Enterprises, which is valid upto 31.10.2028.
6.The godown has deposited quarterly return for the period of 01/07/2025 to 30/09/2025 and deposited of Rs. 1319/- vide cheque no.003756 dated 06-11-2025.
7.GST registration certificate no. 03BBBPA4457N1ZT, Import and Exporter code issued by Directorate General of Foreign Trade havingIEC no.BBBPA4457N.
8.TheprojectProponenthas submitted list of actual users asUnder:
•Oasis Enterprises Private Limited, Mandi Gobindgarh.
•METATECH CCR (P) LTD., Mandi Gobindgarh.
•J.s. Khalsa Steels Pvt. Ltd,Mandi Gobindgarh.
To verify the contents of the application, the godown was visited by the undersigned on 10/11/2025 and during visit, it was observed asunder:
1.The godown was in operation.
2.No traces w.r.t. burning of scrap was found during visit.
3.The domestic wastewater generated from the godown is discharged into the MC sewer, which is connected to the terminal STP of Mandi Gobindgarh.
From above, it is clear that the godown is complying with the Hazardous Waste (Management and Transboundary Movement) Rules,2016.
In view of above-mentioned facts, may, if approved, M/s Kohinoor Enterprises be granted one-time authorization for import of scrap listed at sub specified in Part Basel no. 1010 and 1050 of the Hazardous Waste (Management and Transboundary Movement) Rules, 2016 upto31/10/2028, subject to general conditions mentioned in OCMMS and additional conditions as under:
1.The godown shall not carry out any activity w.r.t. Storage of Fire Crackers and other inflammable products.
2.The industry shall not carry out burning of scrap/wires to take out other metals. In case, the godown is found burning of scraporany other waste, action under the pollution control laws will be taken against the unit and the authorization shall be deemed cancelled and the Board wouldnot be responsible for the cost incurredby the project proponent on the basis of the said authorization.
3.The godown shall not install any slag crushing/noise emitting machinery in itspremises.
