It is submitted that the industry is a small scale orange category unit and was granted Consent to Operate under the Water Act, 1974 vide no. CTOW/Fresh/SGR/2022/20158760 dated 18.11.2022 valid upto 30.09.2027 and under the Air Act, 1981 vide no. CTOA/Fresh/SGR/2022/20158758 dated 18.11.2022 valid upto 30.09.2027 for manufacturing of Card Board @ 10.0 MT/day by using Rice Straw @ 4.0 MT/day, Jute Bags @ 2.0 MT/day, Paper Mill ETP Sludge from Primary Clarifier @ 4.0 MT/day as raw material with certain conditions mentioned therein.
Now, the industry has applied for obtaining fresh authorization under HWM Rules, 2016 for Collection, Storage, Utilization of hazardous waste of category 32.3- Process sludge containing absorbable organic halides (AOX) @ 1200 T/Annum.
The industry has already deposited Rs. 10,000/- (Rs. 7500/- vide R. No. 29/5366 dated 10.04.2024 + Rs. 2500/- vide R. No. 88/5492 dated 01.11.2022 as AUC charges in this office.
The industry has submitted compliance of SoPs, copy of agreement, approved building plan, along with its application form.
To verify the facts, the site of the industry was visited by the officer of this office on 11.11.2025 and it was observed as under:-
1. The industry was found in operation.
2. The industry has installed one no. pulper, one no. beater, two no. chest, two no. mouldling machines, one no. cutting machines and one no. press.
3. The industry has provided 3 no. settling tanks to treat wastewater generated from the process and the treated wastewater will be re-used back into the process.
4. The industry has made the sludge drying platform and has provided natural slope towards sedimentation tank.
5. The industry has made an agreement for lifting ETP sludge from M/s Satia Industries Ltd., Village: Rupana, Sri Muktsar.
6. No DG set has been installed by the industry.
7. The industry is not discharging any trade effluent and domestic effluent is being discharged onto land for plantation after passing through septic tank.
8. The industry has provided an impervious shed of size 60’X60’X18' for storage of ETP sludge within its premises.
9. The industry is yet start procuring ETP sludge and no ETP sludge was found stored during visit.
From the above, it is evident that the industry is complying with the provisions of the authorization under HWM Rules, 2016 as well as SOPs framed for such type of units.
In view of the above, it is recommended that:-
1. Authorization under the Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016 for Collection, Storage, Transportation and Utilization of ETP sludge i.e. hazardous waste of category 32.3 of schedule - I @ 1200 TPA, may be granted to the industry for a period upto 30.09.2030 with suitable conditions.
2. AUC -cum- passbook for Collection, Storage, Transportation and Utilization of ETP sludge i.e. hazardous waste of category 32.3 of schedule - I @ 1200 TPA, may be granted to the industry for a period upto 30.09.2030 with suitable conditions.
