It is submitted that the Punjab Pollution Control Board vide office order 349 dated 08.06.2021 has prescribed procedure for obtaining one-time authorization from the Board, by trader(s) on behalf of actual user(s), to import other wastes listed in Part–D of the Schedule–III of the Hazardous and Other Waste (Management & Trans-boundary Movement) Rules, 2016, the relevant part of which is reproduced below:- “With effect from 01.04.2021, the authorized importers shall have to obtain permission for each consignment separately through online system as under:
a) All the traders are required to register/obtain one-time authorization (OTA) a fresh with the Board’s online system along with registration fee of Rs. 5000/-.
b) The validity of such OTA shall be for a period of five years only.
c) The location of the godown shall be allowed only in industrial zones or the areas admissible as per Master Plan or else the trader has to submit the suitability certificate of the area from concerned authorities for allowing the establishment of godown.
d) Once the trader has been granted OTA by the Board, he shall submit the online details of each consignment to be imported through OCMMS at least one month in advance along with online deposit of prescribed fee @ Rs. 30/- per Metric Ton (MT).
The applicant having Importer Exporter Code (IEC) No. 3015009419, PAN No. ACWFS4726R, GST Registration No. 03ACWFS4726R1Z6 has applied for obtaining authorization for import of following scrap items under Part–D of Schedule–III of the Hazardous Waste & Other Wastes (Management &Trans-boundary Movement) Rules, 2016:- S. 2. B1-Metal and metal-bearing wastes B1050 (Mixed non-ferrous metal, heavy fraction scrap, containing metals other than specified in Part B1050 and not containing constituents mentioned in Schedule II in concentrations sufficient to exhibit Part C characteristics*) @ 2100.
The applicant has submitted in this office vide book no. 5376 and R. no. PPCB/68 dated 06.10.2025 Rs. 5,000/- as registration fee for one-time authorization, which is adequate.
The applicant has submitted Importer – Exporter code issued to it by the Additional Directorate General of Foreign Trade, Ministry of Commerce and Industry, Government of India under the name & style of “SRK IMPEX”. The applicant has submitted copy of registry deed for godown in the Hambran Mullanpur Highway, Village Bhattian, Nr. Radha Swami Satsang Ghar, Ludhiana-141110 (Punjab).
Keeping in view of above, it is recommended that one time authorization as trader for import of B1-Metal and metal-bearing wastes B1010 Aluminium scrap @ 2100 and B1-Metal and metal-bearing wastes B1050 (Mixed non-ferrous metal, heavy fraction scrap, containing metals other than specified in Part B1050 and not containing constituents mentioned in Schedule II in concentrations sufficient to exhibit Part C characteristics*) @ 2100 on behalf of actual user may be granted to the industry for five years subject to suitable conditions please.
Competency to decide the application lies with the Environmental Engineer.
