It is intimated HCF has applied for fresh of authorization under Bio Medical Waste (Management & Handling) Rules, 2016 for 70 beds capacity. The HCF has deposited fee Rs. 5000/- vide R.No 09/5597 dt. 11.08.2025, which is adequate for one year.
The hospital has submitted copy of an agreement with common facility of Med-Waste Solutions Pvt. Ltd Village Bidowali, Tehsil. Gidderbaha, authorized by the Board for bed capacity of 70 beds, wherein MEM has under taken the liability of collection, transportation and treatment/disposal of Bio-Medical Waste generating from the hospital. The agreement is valid upto 25.06.2028.
The industry has submitted Completion certificate dt. 01.07.2025 for installation of 40 KLD STP plant and 05 KLD ETP.
The HCF was visited by undersigned on 30.10.2025 and it was observed that:
1. The hospital is having 70 Beds, OT and indoor lab but during visit only 7 beds were occupied.
2. The hospital has provided color coded bins as well as bags for the segregation of the Bio medical waste generated from the premises.
3. The HCF has made arrangement for proper segregation of its Bio-Medical Waste.
4. The HCF has installed ETP for the treatment of waste water to be generated from OT, Lab and entire premises.
5. The HCF has constituted Bio Medical Waste Management committee and is also maintaining the record of the proceeding of the committee.
6. The HCF is maintaining the record of training imparted to health care workers.
7. The HCF is maintaining record regarding immunization of all health workers.
8. The HCF is using non chlorinated plastic bags, gloves and blood bags.
9. The HCF is maintaining record regarding use of sodium Hypochlorite solution being used for pretreatment of liquid waste.
10. The HCF has installed water meter and energy meter with ETP and STP and maintaining its record. During visit treated water samples couldn’t be collected due to less discharge because of very less occupancy and no effluent was being discharge from the outlet of ETP and STP.
11. The HCF was in process to apply for the consent to operate under the provision of Water Act, 1974 and Air Act, 1981
12. The HCF is maintaining record regarding generation and disposal of bio medical waste.
The HCF is complying with the provisions of Bio Medical Waste (Management & Handling) Rules, 2016, hence the authorization can be granted to the HCF.
In view of the above, it is recommended that authorization under Bio Medical Waste (Management & Handling) Rules, 2016 be granted upto 31.03.2025 with special conditions that:-
1 The HCF shall ensure to comply with the effluent standards as notified by Ministry of Environment, Forest and Climate Change under the Bio Medical Waste Management Rules, 2016 as amended upto date and subsequent amendments if any.
2 The HCF shall apply to obtain consent to operate under the Water Act, 1974 & the Air Act, 1981 as per policy and procedure laid down by the Board.
3 The HCF shall get the validity of agreement made with Common Bio Medical Waste Treatment Facility extended well before its expiry and submit the same to the Board.
4 The HCF shall comply with the provisions of Bio Medical Waste Management Rules, 2016 all the time.
