It is submitted that the HCF has applied for fresh authorization under Bio-Medical Waste Management Rules, 2016 for 30 beds for Generation, segregation, Collection, Storage along with requisite documents.
A clarification was raised on the earlier application of the HCF, the reply of the same is as under:
Clarification: The HCF has not submitted proper detail of Disposal of Wastewater and the project proponent has mentioned the disposal of effluent into MC sewer which is not at all feasible and the applicant needs to resubmit its alternative disposal arrangement.
Reply: It is informed there is no option in BMW application to mention detail of wastewater generation, treatment & disposal. Further, it is also informed that M/s Gillco already have permission of MC, Kharar regarding discharge of wastewater into sewer vide MC letter no.3491 dated 29.03.2006. After that, M/s Gillco has handed over the services of project to MC, Kharar vide dated 12.03.2021 (Copy attached). Accordingly, we are submitted the bills issued by MC Kharar (copy attached). It is requested to consider the same.
The HCF has made an agreement with M/s Rainbow Environments Pvt. Ltd., Village Balyali, Tehsil Kharar on 01.09.2023 which is valid upto 31.08.2026 for 30 bed capacity.
The project proponent has submitted manifest slips. The HCF has deposited authorization fee amounting to Rs. 6000/- vide UTR. no. SBIN224174663573 dated 22.06.2024 fee, which is adequate for one year, after adjusting the late fees.
The project proponent has submitted analysis report of effluent samples carried out by NABL approved laboratory i.e. M/s Enriorn Tech Laboratory on 18.08.2025, the conc. of the parameters were found within the permissible limits of the Board as below:
pH – 7.82 (Prescribed Standard – 6.5-9.0)
TSS mg/l – 08 (Prescribed Standard – Max 10)
COD mg/l – 886 (Prescribed Standard – ----)
COD mg/l – 39.2 (Prescribed Standard – Max 50)
BOD mg/l – 08 (Prescribed Standard – Max 10)
O&G mg/l – BDL (DL = 2.00) (Prescribed Standard – --)
Bio-assay – 90% survival of fish after 96 hours in 100 % effluent (Prescribed standard - 90% survival of fish after 96 hours in 100 % effluent)
The HCF has submitted competitions certificate of ETP cum STP of capacity 10 KLD got prepared by M/s Paleo Crystal Environ Technologies (P) Ltd. as on 18.06.2025.
The HCF was visited by the undersigned of this office on 11.11.2025 and during visit it was observed as under:
1. The HCF is 30 bedded facility with 02 no. OT (1 IVF, 1 General), 01 lab, 01 Petho lab, 07 private rooms and 01 emergency room and 01 recovery room.
2. The HCF is having agreement with M/s Rainbow for lifting of BMW waste valid upto 31.08.2026 for 30 bed capacity.
3. The HCF has installed ETP cum STP of capacity 10 KLD and was operational during the visit.
4. The HCF is having proper color coded bins for segregation of waste.
5. The HCF is having final storage room for storage of bio-medical room with lock and key facility.
6. The HCF is maintaining proper record of manifest of lifting of biomedical waste.
7. 01 no. DG set of capacity 125 KVA with proper stack and canopy has been provided.
In view of above, if may approved, it is recommended that authorization under the Bio-Medical Waste Management Rules, 2016 may be granted to the HCF till 31.07.2026 subject to the suitable conditions and following additional conditions as under:-
1. This authorization is valid only for 30 no. beds. The HCF shall apply for fresh authorization under Bio-Medical Waste Management Rules, 2016 in case its increase its beds capacity.
2. The HCF shall obtain consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 immediately.
3. The HCF shall provide water meter on the pipeline of borewell provided within the premises.
4. The HCF will submit Annual Report on Bio-Medical Waste Management in Form-IV by 30th June every year.
5. The HCF shall got lifted/handed over its Bio-Medical Waste generated to the Common Bio-Medical Waste Treatment Facility on daily basis.
6. The HCF shall obtain other statutory approvals required from other departments, if any.
7. The authorization is granted on the basis of declaration given by the hospital and in case declaration given by the hospital is found to be false under any circumstances, the authorization granted to the hospital may be deemed to be considered as cancelled.
