It is submitted that the HCF was earlier granted authorization under the Bio-Medical Waste Management Rules, 2016 vide no. BMW/Fresh/SAS/2022/19501337 dated 05/09/2022 expired on 31/12/2022 for 12 beds only, subject to certain conditions as mentioned therein.
Now, the HCF has applied for fresh authorization under Bio-Medical Waste Management Rules, 2016 for 15 beds for Generation, segregation, Collection, Storage along with requisite documents.
The HCF has made an agreement with M/s Rainbow Environments Pvt. Ltd., Village Balyali, Tehsil Kharar on 01.08.2025 which is valid upto 31.07.2028 for 15 bed capacity.
The project proponent has submitted manifest slips. The HCF has deposited authorization fee amounting to Rs. 2000/- vide R. no. 121955110 dated 31.10.2025 fee, which is adequate for one year.
The HCF was visited by the undersigned of this office on 04.11.2025 and during visit it was observed as under:
1. During the visit, the representative of the HCF informed that the HCF has provision of 15 beds and was in operation during the visit.
2. The HCF has 01 no. OT, 01 no. ICU and 01 no. Lab and 04 no. private rooms.
3. The HCF has not installed any ETP cum STP for the treatment of waste water. Further, the HCF could not show any permission from MC for disposal of its waste water into the sewer.
4. The HCF is maintaining record of the waste liquid generated during operation. However, HCF could not show any authentic proof of its actual disposal arrangement of the same.
5. The HCF has provided temporary storage arrangement for final lifting of biomedical waste. However, separate room for storage of bio medical waste needs to be provided. The representative was advised to provide separate room with lock and key facility for storage of bio medical waste.
6. The segregation of Bio Medical Waste was found proper.
7. While scrutinizing the record maintained by the hospital regarding the lifting of Bio-Medical Waste by the Common facility, it was observed that the waste is being lifted on daily basis.
8. The hospital is complying with the various provisions of the Bio-Medical Waste (Management) Rules, 2016.
9. The fresh water supply comes through MC Supply and the HCF has kept one storage tank in basement for reserve water.
10. The HCF has installed 1 no. DG set of capacity 10 KVA.
In view of above, if may approved, it is recommended that authorization under the Bio-Medical Waste Management Rules, 2016 may be refused.
