No RECOMMENDATIONS: - The industry is a medium scale red category utilizer unit and the industry has applied for authorization under hazardous & other waste Management & Transboundary Movement) Rules, 2016 with requisite documents. The industry was earlier granted 'consent to operate' under the Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Renewal/FGS/2023/22965878 dated 02/01/2024, and under the Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Renewal/FGS/2023/22807361 dated 02/01/2024 both valid up to 31/12/2024 for production of Zinc Sheets/Ingots @ 3600 MTA with suitable condition. After increase his product capacity industry has applied varied consent to operate under Water act, 1974 and Air Act, 1981 vide application number 30063249 (W) and 30063210 (A), which is under process in OCMMS portal. Now, the industry has again applied for obtaining authorization under Hazardous and Other Wastes (Management and Trans-Boundary Movement) Rules, 2016 for generation, collection, storage & disposal of hazardous waste of Cat. no. A5 (Lead concentration limit equal to (or) more than 5 mg/l) @ 600 T/Annum, Cat. no. 5.1 @ 0.05KL/Annum, Cat 33.1- Empty barrels/containers /liners contaminated with hazardous chemical s /wastes @12000 Numbers/Annum, Cat 33.2- Contaminated cotton rags or other cleaning materials@ 10 T/Annum, Cat 35.3- Chemical sludge from waste water treatment@02 T/Annum and Cat 33.2- Contaminated cotton rags or other cleaning materials @ 05 T/Annum. The industry is having three dedicated vehicles bearing registration no. (# PB11CL 6549, PB11CW3612 & PB11CZ4212. Model: Bharat Benz fulfilling all the conditions, required for lifting/ transport of Hazardous Material. Visit: To verify the contents, the industry was visited by the undersigned along with EE of this office on 08.08.2025. During the visit, it was observed as under: 1. The industry was in operation during the visit. 2. The industry is engaged in manufacturing of Zinc Ingot/Sheet, Black Sand, White Sand, MS Scrap & Steel Granuals by using APCD Dust, Ammonia Water, Ammonium Bicarbonate, Amonium Chloride, Atomised Zinc Powder, HCL, Hydrogen Peroxide, Slag Cake, Used Refractories & Polythyene Glycol. 3. The industry has installed 01 no. Zinc Melting & Casting Furnace of 7200 MT/Year. The industry has also installed side hood suction followed by bag filter house as APCD to control the emission generated from the process. 4. The industry has installed energy meter with APCD and its reading was 241323.231 Kwh units and record maintained on daily basis. 5. The industry has installed water meter on submersible pumps and their readings were 10242 KL & 37 KL. 6. Domestic effluent is being discharged onto land for plantation after treatment through STP. 7. The industry has installed 01 no. DG set of capacity 480 KVA, which is equipped with canopy and stack of adequate height. 8. APCD dust was seen spilled over whole of the vehicle movement area. 9. The industry has constructed an underground storage pond for collection of surfaces run off and rain water, which is meant for fire hydrant and is not appropriate. 10. The industry has not provided any ETP for treatment of wastewater generated from the various processes. 11. The industry is not fully complying with the Standard Operating Procedures (SOPs). As per the SOP, the calcination process should be carried out in a closed chamber under negative pressure, equipped with a bag filter as an Air Pollution Control Device (APCD) for proper handling and utilization of APCD dust. However, the industry has installed a wet scrubber in place of the required bag filter house. 12. The industry is manually loading flue gas cleaning residue, whereas the SOP mandates the use of a mechanical conveyor system for transferring the residue to the leaching tank. 13. As per the SOP, chemicals, additives, leachate, and filtrate involved in the utilization process must be transferred to appropriate reaction or storage tanks using a mechanical conveyor system equipped with chemical process pumps. However, the industry has not implemented this requirement. 14. The industry has not provided water meters on the outlet of line for discharge of wet scrubber blow down, which is to be re-used for reaction tanks/ leaching tanks. The industry has been advised to provide the same on every wet scrubber and advised to maintain its record. The industry is complying with the conditions of authorization under Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016 earlier granted. In view the above, it is recommended that authorization for generation, collection, storage & disposal of hazardous category Cat. no. A5 (Lead concentration limit equal to (or) more than 5 mg/l) @ 600 T/Annum, Cat. no. 5.1 @ 0.05KL/Annum, Cat 33.1- Empty barrels/containers /liners contaminated with hazardous chemical s /wastes @12000 Numbers/Annum, Cat 33.2- Contaminated cotton rags or other cleaning materials@ 10 T/Annum, Cat 35.3- Chemical sludge from waste water treatment@02 T/Annum and Cat 33.2- Contaminated cotton rags or other cleaning materials @ 05 T/Annum may be granted to the industry upto 31/03/2026 with suitable conditions and special conditions as under: 1. The industry shall dispose off its Hazardous waste to the authorized recycler / re-processor having valid Registration Certificate-cum-Pass Book from Punjab Pollution Control Board and valid authorization of the Board under the said Rules and 'consents to operate' under the Water Act, 1974 and the Air Act, 1981. 2. The industry shall dispose off its hazardous waste generated to the Common Hazardous Waste Treatment & Disposal Facility as per provisions of the Hazardous & Other Wastes (Management and Transboundary Movement) Rules, 2016. 3. The industry shall handle the Hazardous Waste(s) strictly in accordance with the provisions of the Hazardous & Other Wastes (Management and Transboundary Movement) Rules, 2016 and guidelines issued by Central Pollution Control Board / Ministry of Environment & Forests and Climate Change, New Delhi. 4. The occupier generating hazardous waste/operator of a facility for collection and storage of hazardous waste shall maintain records of such operations in Form-3. 5. The occupier/operator of a facility shall send annual returns to the Board in form-4 on or before 30th day of the june following to the financial year to which that return relates. 6. The Authorized person shall report, about the accident which occurs at the hazardous waste storage/treatment site immediately to the Board. 7. An occupier who is generating hazardous waste shall store his waste category wise on site in environmentally sound manner till its treatment. 8. An occupier /generator shall not store hazardous wastes in open ground. It must be stored in an isolated site away from plant operational area. 9. The occupier generating hazardous waste shall provide the required safety devices like safety mask, goggles, hand-gloves, gum boots etc. to the workers for handling the hazardous waste. The occupier shall impart training to the personnel/workers for handling and storage of hazardous wastes
