It is submitted that an application for Authorisation under the Bio-Medical Waste Management Rules, 2016 has been submitted by M/s SGRD Advance Surgical Centre, Dasuya. The unit holds a valid BMW Authorisation bearing No. BMW/Renewal/HSP/2024/25036830, issued on 30.09.2024 and valid up to 30.09.2027, granted earlier for a 10-bedded facility. The present application has been submitted due to an increase in bed capacity from 10 to 20 beds, as declared by the applicant.
The application has been received along with relevant documents, including the Agreement executed with the authorised Common Bio-Medical Waste Treatment Facility (CBMWTF), copies of recent BMW manifests, and the previous authorisation. Annexure-I contains the self-declaration regarding the HCF being a 20-bedded facility, along with the declaration pertaining to the preparation and use of 1% sodium hypochlorite solution for treatment of liquid waste as required under the BMWM Rules, 2016.
As per Government Orders No. STE-STEBO10/213/2020-STE(5/4)/485954 dated 06.01.2023, the applicable fee for a 20-bedded Health Care Facility is ₹2,000. The HCF has deposited ₹10,000 towards BMW authorisation fee vide Receipt No. 770567764 dated 14.11.2025, which is adequate for a period of five years, and is therefore valid up to 13.11.2030.
Visit Observations (Visit Dated: 14.11.2025)
1. The HCF has 20-bed capacity as declared.
2. The HCF comprises general ward, minor OT/procedure area, emergency room, nursing station and laboratory, all maintained in hygienic condition.
3. BMW generating points were verified and the HCF has provided colour-coded bins/containers for collection of segregated bio-medical waste as per BMWM Rules, 2016.
4. Segregation of BMW was found proper as per the prescribed colour-coding standards.
5. The HCF has provided needle destroyers and 1% sodium hypochlorite solution at required locations.
6. The HCF maintains proper records of BMW lifting, verified through recent manifests.
7. Awareness charts regarding segregation and handling of BMW were displayed at appropriate locations.
8. A designated BMW storage area was available and found to be clean, covered and properly maintained.
In view of the above, it is recommended that BMW Authorisation up to 13.11.2030 may be granted to M/s SGRD Advance Surgical Centre, Dasuya, with general terms and conditions of the Board, along with the following special conditions:
1. The HCF shall continue to operate strictly within the approved 20-bedded capacity. Any future increase in bed capacity shall be intimated to the Board and fresh BMW Authorisation shall be obtained prior to expansion.
2. The HCF shall obtain valid Consents to Operate under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981, as applicable.
