• It is submitted the HCF has applied for fresh authorization under Bio Medical Waste (Management & Handling) Rules, 2016 for 70 beds Capacity.…………………………………
• The hospital has submitted copy of an agreement with common facility i.e Med-Waste Solutions Pvt. Ltd Village Bidowali, Tehsil. Gidderbaha for bed capacity of 70 beds, wherein MEM has under taken the liability of collection, transportation and treatment/disposal of Bio-Medical Waste generating from the hospital. The agreement is valid upto 25.06.2028…………..
• The HCF has submitted Completion certificate dt. 01.07.2025 for installation of 40 KLD STP plant and 05 KLD ETP……………..
• The HCF was visited by AEE of RO Bti on 30.10.2025 and it was observed that:
1. The hospital is having 70 Beds, OT and indoor lab but during visit only 7 beds were occupied…………
2. The hospital has provided color coded bins as well as bags for the segregation of the Bio medical waste generated from the premises………..
3. The HCF has made arrangement for proper segregation of its Bio-Medical Waste……………
4. The HCF has installed ETP for the treatment of waste water to be generated from OT, Lab and entire premises……………………
5. The HCF has constituted Bio Medical Waste Management committee and is also maintaining the record of the proceeding of the committee……………….
6. The HCF is maintaining the record of training imparted to health care workers…………..
7. The HCF is maintaining record regarding immunization of all health workers……………
8. The HCF is using non chlorinated plastic bags, gloves and blood bags………………
9. The HCF is maintaining record regarding use of sodium Hypochlorite solution being used for pretreatment of liquid waste. …………
10. The HCF has installed water meter and energy meter with ETP and STP and maintaining its record. During visit treated water samples couldn’t be collected due to less discharge because of very less occupancy and no effluent was being discharge from the outlet of ETP and STP. ………………………
11. The HCF was in process to apply for the consent to operate under the provision of Water Act, 1974 and Air Act, 1981 ………………………
12. The HCF is maintaining record regarding generation and disposal of bio medical waste.
• RO has reported that the HCF is complying with the provisions of Bio Medical Waste (Management & Handling) Rules, 2016 and recommended for grant of authorization.
Keeping in view of above & recommendations of RO, if approved, the HCF may be granted authorization under the Bio Medical Waste (Management & Handling) Rules, 2016 upto 31.03.2026 with following special conditions that:-
1. The HCF shall apply to obtain consent to operate under the Water Act, 1974 & the Air Act, 1981, within 07 days….…………
2. The HCF shall submit operation schedule of ETP and STP to Regional Office, Bathinda, within 07 days, so as to enable the Board to collect the effluent samples……….
3. The HCF shall operate the ETP and STP regularly & efficiently, so as to achieve the prescribed standards…
4. The HCF shall maintain record of ETP & STP operation w.r.t water meter, energy meter readings, chemical consumption, etc on daily basis and make it available at all times……………………………..
5. The HCF shall obtain permission from Punjab Water Regulation and Development Authority (PWRDA) for abstraction of ground water and shall comply with the its guidelines…………………………..
6. The HCF shall install water meter over the supply of fresh meter and shall maintain the record on daily basis……………..
7. The HCF shall comply with the provisions of Bio Medical Waste Management Rules, 2016 and its subsequent amendments at all times………………
8. The HCF shall ensure that there is no pollution/nuisance in the vicinity with the operation of the hospital………………………..
