The HCF has applied for obtaining Fresh authorization under Bio-Medical Waste Management Rules, 2016 for 20 no. beds in the name & style of M/s Anayat Hospital, along with the following documents submitted by it:
1. BMW manifests.
2. Location & site plan.
3. The HCF has submitted the electricity bill as proof of the date of commissioning of the hospital. (copy attached)
4. The HCF has submitted an agreement for 20 no. of beds executed with the Common Bio Medical Waste Treatment Facility namely M/s Medicare Environmental Management Pvt.Ltd. Opps. Central Jail, Tajpur Road, Ludhiana for lifting and treatment of Bio Medical waste generated from the HCF on 01/12/2024, which is valid upto 30/11/2029. (Copy attached)
5. The HCF has deposited BMW authorization fee of Rs 10000/- vide R no. HDFCN52025102961208655 dated 29/10/2025 for 20 beds as required vide Deptt. of Science Technology and Environment, Govt. of Punjab notification no. 485954 dated 06.01.2023 which is adequate upto 14/05/2030.
As per H.O. Patiala Office Order No. EPA/2018/No. 04 dated 10.04.2018 the authorization (fresh/renewal) unde the Bio-Medical Waste Management Rules, 2016 applied by the healthcare facilities upto 20 beds/dental chairs will be granted by the concerned Regional Office within 7 days of receipt of complete application without making inspection of those healthcare facilities. However, the concerned Regional Office shall ensure that no action is pending against the concerned health care facility for violation of the Bio-Medical Waste Management Rules, 2016, Water (Prevention and Control of Pollution) Act, 1974, Air (Prevention & Control of Pollution) Act, 1981, Environment (Protection) Act, 1986 and various rules made there-under.
It is intimated that Board has issued Board’s order no. 379 dated 21/10/2023, has decided that the HCF upto 30 beds which are discharging there liquid waste into public sewer and operating within MC limits of towns, where terminal sewage treatment plant have been installed, shall be granted consents/ authorization by Punjab Pollution Control Board without installation of individual ETPs, as an interim arrangements/ measures, subject to condition that the HCF shall ensure to comply with the effluent standards as notified by Ministry of Environment, Forest and Climate Change (MoEFCC) under Bio-medical Waste Management Rules, 2016, amended upto date and subsequent amendments if any.
In the subject cited case, the HCF has not installed any ETP, however, the HCF falls within the MC limit and connected to terminal STP of Khanna. (Copy attached)
To verify the contents of the application, the HCF was visited by the undersigned on 24/10/2025 and Dr. Navneet Kaur was contacted. During visit, it was observed as under:
1. The HCF is a 20 bedded hospital and was in operation.
2. The bio-medical waste generating points of HCF were visited and found that segregation of bio medical waste proper as per Bio Medical Waste Management Rules, 2016.
3. The Hospital has provided colour coded bins for segregation of bio-medical waste.
4. The Hospital has provided shredders/ cutters for shredding of used needles and same were found in working condition.
5. The Hospital has maintained the record of Bio-Medical Waste Category wise, being lifted by the CBMWTF.
6. The Hospital has provided final storage room for lifting of segregated bio medical waste by the common facility.
In view of the facts mentioned above, it is recommended that fresh authorization under Bio-Medical Waste Management Rules, 2016 for operation of 20 no. beds may be granted to the HCF upto 30/04/2030 subject to the suitable conditions and following additional conditions:
1. The HCF shall apply for fresh authorization under Bio-Medical Waste Management Rules, 2016, if it increases its bed capacity.
2. The HCF will renew its agreement with the CBWTF for lifting of its BMW before expiry of the same.
3. The HCF shall ensure to comply with the effluent standards as notified under Bio Medical Waste Management Rules, 2016 amended upto date and subsequent amendments, if any.
4. The HCF shall maintain the plantation area on regularly basis.
5. The HCF shall obtain other statutory approvals required from other departments, if any.
6. The HCF will submit Annual Report on Bio-Medical Waste Management in Form-IV by 31st December every year.
7. The HCF will maintain proper record of generation and lifting of bio- medical waste.
