It is submitted that the HCF is a Clinical Laboratory( Non-Bedded) and it has applied for fresh authorization under the Bio-Medical Waste Management Rules, 2016 through OCMMS with requisite documents. The HCF has deposited one time authorization fee of Rs. 1000/- vide receipt No. 578113775 dated 31.10.2025, which is adequate for grant of one-time authorization, as per the new fees structure of the Board.
• The HCF has made an agreement with CBWTF namely M/s Meridian Milieu Care Pvt. Ltd., Village Bir Pind, Tehsil Nakodar, District Jalandhar for disposal of bio-medical waste being generated by it. The agreement made with facility is valid upto 18.03.2028. The HCF has submitted latest copies of receipts for lifting of bio medical waste to CBWTF and HCF location plan.
• The HCF has declared that in the undertaking that it is Non bedded clinic Laboratory and they have made arrangements for treatment of liquid bio medical waste with 10 % sodium hypochlorite solution.
As per Board's office order no. EPA/2018/01 dated 03/01/2018, if the Health Care Facility is non-bedded, it will be granted one time authorization under BMW Rules, 2016 with the conditions that the HCF will apply for fresh authorization if it becomes a bedded hospital.
As per the office order no. EPA/2017/No. 5261-86 dated 15/12/2017 the competency for deciding the applications of HCF upto 50 beds, Blood Banks, Pathological Lab, Veterinary Institutions / Animal House etc lies with the Environmental Engineer of the Regional Office's.
Keeping in view of above, may if approved, one time authorization under the Bio-Medical Waste (Management) Rules, 2016 may be granted to the HCF for Clinical Laboratory (non-bedded HCF) with suitable conditions and following specific conditions:
1. The occupier of the health care establishment shall take all precautionary steps to avoid leakage/spillage of Bio-Medical Waste from the storage area, the storage area shall be properly fenced/protected with caution sign boards.
2. The occupier of Health care establishment shall ensure that the Bio-Medical Waste is handled, only by qualified/trained personals in the field.
3. The authorization is subject to the general conditions imposed and also to such conditions as may be specified under the Rules time to time in force under the provisions of Environment (protection) Act, 1986.
4. The HCF will comply with the Bio-Medical Waste Management Rules, 2016 and its subsequent amendments.
5. The person authorized shall not rent, lend, sell, transfer or otherwise transfer the Bio medical waste without obtaining prior permission of the prescribed authority.
6. Any unauthorized change in personal, equipment or working conditions as mentioned in the application by the person authorized shall constitute a breach of his authorization.
7. It is the duty of the authorized person to take permission of the prescribed authority to close down the facility and such other terms and conditions may be stipulated by the prescribed authority.
8. The HCF will apply for fresh authorization if it becomes a bedded hospital.
9. The HCF will make fresh/renew the agreement with the common bio-medical waste treatment facility on the expiry of the same.
10. The HCF shall maintain the record of Bio-Medical Waste Category wise as well as its disposal/ lifting.
11. The HCF shall comply with the guidelines issued by Central Ground Water Authority (CGWA)/ Punjab Water Regulation and Development Authority (PWRDA) from time to time.
12. The HCF shall not discharge any kind of its wastewater into any drain/choe/nallah/nadi/river/inland surface water under any circumstances, except treated wastewater into sewer.
13. The HCF will submit Annual Report on Bio-Medical Waste Management in Form-IV by 30th June every year.
14. There is no claim of continuation of HCF in present premises on the basis of this authorization. The HCF has to comply with the zoning regulation of Draft/notified master plan & to be shifted from the site as and when asked by the Govt./PPCB/ or any concerned Govt. agency.
15. The HCF shall obtain other statutory approvals required from other departments, if any.
