File Note: It is submitted that the HCF is a 19 bedded facility and has applied for fresh authorization for Generation, segregation, Collection, Storage of bio-medical waste. As per H.O. Patiala Office Order No. EPA/2018/No. 04 dated 10.04.2018 the authorization (fresh/renewal) under the Bio-Medical Waste Management Rules, 2016 applied by the healthcare facilities upto 20 beds/dental chairs will be granted by the concerned Regional Office within 7 days of receipt of complete application without making inspection of those healthcare facilities. However, the concerned Regional Office shall ensure that no action is pending against the concerned health care facility for violation of the Bio-Medical Waste Management Rules, 2016, Water (Prevention and Control of Pollution) Act, 1974, Air (Prevention & Control of Pollution) Act, 1981, Environment (Protection) Act, 1986 and various rules made there-under. In light of above office orders, the inspection is not required as the healthcare facility is a 19 bedded facility. The HCF has deposited Rs 4000/- having receipt no 798274140 dated 14.11.2025 valid till 14.10.2027 The brief detail of the case applied by the healthcare facility is as under:- 1. The HCF has submitted the Location Plan of the HCF. 2. The HCF has made an agreement with M/s Rainbow Environments Pvt. Ltd., Village Balyali, Tehsil Kharar on 15.10.2025 which is valid upto 14.10.2028 for operating 19 bedded facility. 3. As per undertaking given by HCF, it is treating the liquid waste by using sodium hypo-chlorite solution. 4. As per record of this office, no action is pending against the health care facility for violation of the (Prevention and Control of Pollution) Act, 1974, Air (Prevention & Control of Pollution) Act, 1981, Environment (Protection) Act, 1986. 5. The HCF has submitted manifest slips for lifting of the biomedical waste. Keeping in view of above, if approved, authorization under Bio-Medical Waste Management Rules, 2016 may be granted to the HCF upto 14.10.2027 with suitable conditions and with special conditions as under:- (1) This BMW authorization is valid for operating 19 bedded facility. HCF will apply for fresh authorization if there is any change in number of beds. (2) The HCF will renew its agreement with the CBWTF for lifting its BMW before expiry of the same. (3) The HCF will pre-treat the liquid waste generated in its HCF using 1-2% sodium hypo-chlorite solution, if any generated. The HCF will keep the record of the consumption of the Sodium hypochlorite solution used for pre-treatment of liquid waste. (4) The HCF will submit Annual Report on Bio-Medical Waste Management in Form-IV by 30th June every year. (5) The HCF will maintain proper record of generation and lifting of bio-medical waste. (6) There is no claim of continuation of HCF in present premises on the basis of this authorization. The HCF has to comply with the zoning regulation of master plan & to be shifted from the site as and when asked by the Govt./PPCB/ or any concerned Govt. agency. (7) The HCF will apply for consents of the Board under Water (Prevention & Control of Pollution) Act, 1974 as amended in 1988 and under Air (Prevention & Control of Pollution) Act, 1981 as amended in 1987. (8) The HCF shall got lifted/handed over its Bio-Medical Waste generated to the Common Bio-Medical Waste Treatment Facility on daily basis. (9) The HCF shall obtain other statutory approvals required from other departments, if any. * Competency - Environment Engineer.
