File Note: It is submitted that the hospital was granted authorization under Bio-Medical Waste Management Rules, 2016 vide no. BMW/Renewal/FGS/2024/24982107 dated 12.03.2024, which was valid up to 12.03.2025 for operation of 50 no. beds subject to the suitable conditions. Now, the HCF has applied for obtaining renewal of authorization under Bio-Medical Waste Management Rules, 2016 for 50 no. beds along with requisite documents. The HCF has submitted an agreement for 50 no. of beds executed with the Common Bio Medical Waste Treatment Facility NamelyM/s Rainbow Environments Pvt. Ltd., Mohali for lifting and treatment of Bio Medical waste generated from the HCF on 01/08/2024, which is valid upto 31/07/2026. As per the record, the authorization fee depositedof amounting Rs.3000/- vide receipt no. 48/5687 dated 10/03/2025 by the HCF under BMW Rules, 2016 is adequate up to 11.03.2026 as per Deptt. Of Science, Technology and Environment's notification no.485954 dated 06.01.2023. To verify the contents of the application, the HCF was visited by the undersigned on 04.11.2025. During visit, it was observed as under: 1.The HCF is a 50 bedded hospital and was in operation. 2.The bio-medical waste generating points of HCF were visited and found that segregation of bio medical waste proper as per Bio Medical Waste Management Rules, 2016. The Hospital has provided color coded bins for segregation of bio- medical waste. 3.The Hospital has provided shredders/ cutters for shredding of used needles and same were found in working condition. 4.The Hospital has maintained their cord of Bio-Medical Waste Category wise, being lifted by the CBMWTF. 5.The Hospital has provided final storage room for lifting of segregated biomedical waste by the common facility. 6.The HCF has installed ETP cum STP of capacity 25 KLD based on MBBR technology followed by UF technology for the treatment of effluent generated from operation of HCF as well as domestic effluent and was found operational during the visit. 7.The treated waste water is being discharged onto land for plantation with the premises and the remaining treated waste water into the MC sewer which is further connected with the terminal STP of Mandi Gobindgarh, which is being developed by the HCF in compliance to the previous authorization condition. It is pertinent to mention here that the HCF has not applied for obtaining consent to operate under the Water (Prevention & Control of Pollution) Act, 1974and the Air (Prevention & Control of Pollution) Act, 1981. The HCF was advised to apply fresh 'consent to operate' for operation of 50 no. beds under the both acts, immediately. In view of the facts mentioned above, it is recommended that renewal of authorization under Bio-Medical Waste Management Rules, 2016 for operation of 50 no. beds may be granted to the HCF up to 10.03.2026 subject to the suitable conditions and following additional conditions: 1.The HCF shall apply for obtaining fresh consent to operate under the provisions of the Water (Prevention & Control of Pollution) Act, 1974and the Air (Prevention & Control of Pollution) Act, 1981 for operation of 50 no. beds, within 15 days. 2.The HCF will renew its agreement with the CBWTF for lifting of its BMW before expiry of the same. 3.The HCF will maintain proper record of generation and lifting of bio-medical waste. 4.The HCF shall ensure to comply with the effluent standards as notified under Bio Medical Waste Management Rules, 2016 amended upto date and subsequent amendments, if any. 5.The HCF shall treat its liquid waste as per the Bio-Medical Waste Management Rules, 2016 and meet the discharge standards. 6.The HCF shall apply for fresh authorization under Bio-Medical Waste Management Rules, 2016, if it increases its bed capacity. 7.There is no claim of continuation of HCF in present premises on the basis of this consent. The HCF has to comply with the zoning regulation of master plan & to be shifted from the site as and when asked by the Govt./PPCB/ or any concerned Govt. agency. 8.The HCF shall obtain other statutory approvals required from other departments, if any. 9.The HCF will submit Annual Report on Bio-Medical Waste Management in Form-IV by 31st December every year.
