It is submitted that the HCF has granted authorization under Bio-Medical Waste Management Rules, 2016 vide no. BMW/Fresh/ASR/2024/27420865 dated 10/12/2024, valid upto 30.09.2029 (for hospital @ 200 beds) .
Now, the HCF has applied for obtaining fresh authorization under Bio-Medical Waste Management Rules, 2016 (for hospital @ 300 no. beds)
Detail of the case are as under: -
1. The hospital has deposited Rs. 70,000/- ( including Rs. 10,000/- as NOC fee) vide Receipt No. 875105169 dated 18.11.2025 as Authorization fee under Bio Medical Waste Management Rules, 2016 as per head office letter no. HQ-3/EPA/2023/2799-2815 dated 19/01/2023, which is adequate up to 30/09/2030.
2. The hospital has submitted revised CBWTF agreement with M/s Amritsar Envirocare regarding lifting of bio medical waste of 300 no. beds valid upto 28.10.2030.
3. The hospital has submitted compliance report of previous consent granted under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 as well as authorization granted under Bio-Medical Waste Management Rules, 2016
4. The hospital has submitted request letter which it is mentioned that
“We are planning an expansion of our existing facilities to enhance health care facilities in the region. Accordingly, we propose to increase our hospital’s bed capacity from the current 200 beds to 300 beds”.
5. The hospital has submitted revised completion certificate of STP of capacity 40 KLD to 125 KLD prepared by M/s Malhi Water Engineer, Dinanagar.
6. The hospital has submitted feasibility report comprising Screening Chamber - Collection Tank - MBBR- 1, MBBR-2 – Filter Feed Tank- Pressure Sand Filter- Activated Carbon Filter - outlet into MC sewer.
The Hospital was visited by undersigned on 19/11/2025 and observed as under: -
1. The Hospital comprising of 300 beds and is engaged in providing medical health services.
1. The hospital has already installed an STP comprising Screening Chamber - Collection Tank - MBBR- 1, MBBR-2 – Filter Feed Tank- Pressure Sand Filter- Activated Carbon Filter
2. Treated water after STP is being discharged into MC sewer.
3. The HCF has provided color coded bins for segregation, collection of Bio-Medical Waste and segregation of Bio-Medical Waste was according to color codes.
4. The HCF has provided needle destroyer for shredding of needles.
5. The HCF is lifting its Bio-Medical Waste to CBMWTF and maintaining the record of the same.
6. The HCF has provided final collection room for storage of bio medical waste generated from its premises.
7. No Bio-Medical Waste found mixed with general waste.
8. The hospital has installed 01 no. D.G. Sets of capacity 250 KVA, which is fitted with canopy and stack of adequate height.
The hospital falls at Green Avenue, Amritsar within MC limit of MC, Amritsar. Further MC, Amritsar has installed sewerage treatment plant for treatment of domestic effluent of the city.
Keeping in view of above, it is recommended that fresh authorization under Bio-Medical Waste Management Rules, 2016 may be granted to the hospital @ 300 beds up to 30/09/2030 with suitable terms & conditions along with special conditions that: -
1. The hospital shall renew its agreement time to time made with Common Bio Medical Waste Treatment Facility well before its expiry and submit the copy of same in this office.
2. The HCF shall comply vide Head Office, no. 468 dated 31/08/2021 issued by Punjab Pollution Control Board.
