File Note: It is submitted that the HCF has applied for obtaining fresh authorization under the Bio-Medical Waste Management Rules, 2016 along with requisite documents for 10 beds capacity. The HCF has submitted all requisite documents i.e. location plan/ goggle location, Annexure-1, electricity bill, agreement with CBWTF and copy of manifests of lifting of BMW by CBWTF operators. Further, the Board vide its office order no. HQ-3/EPA/2023/2799-2815 dated 19.01.2023, has notified authorization fee for HCFs. In this case, the HCF falls in the category of 01-10 beds capacity and accordingly, as per the latest order of Govt. notification no. STE-STEB010/213/2020-STE(5/4)/485954 dated 06.01.2023 has notified the fee for obtaining authorization under the provisions of the BMW Rules, 2016, which is to be paid by the applicant at the time of submitting the application for obtaining authorization. As the HCF has deposited fee of Rs. 6,000/- vide UTR No. 202000889 dated 07.11.2025 and Rs. 2,000/- vide UTR No. 706751429 dated 08.10.2025 under the provisions of BMW Rules, 2016, which is adequate upto 31.03.2030. The brief details of the case applied by the healthcare facility are as under:- 1. The HCF has made an agreement with M/s Medicare Environment Management Pvt. Ltd., Ludhiana validity from 01/12/2024 to 30/11/2029 for 10 bed capacity. 2. The HCF has submitted commissioning proof of the hospital dated 07/03/2019 (copy attached herewith). Accordingly, the HCF was visited by officer of the Board on 15.11.2025. During the visit, it was observed as under: 1. The HCF is a 10 bedded hospital. 2. The record of bio-medical waste lifting manifest is being maintained. 3. Needle Shredder is provided. 4. Color coded containers are provided for storage of bio-medical waste. 5. Segregation of bio-medical waste is being done properly. 6. The bio-medical waste is being lifted regularly by CBWTF. 7. The HCF has provided provision to pre-treat liquid waste with hypo solution before discharged into sewer. 8. The HCE has not installed STP/ETP for treatment of effluent generated from it, till date. 9. Non-chlorinated bags are used for storage of bio-medical waste. 10. Bar code stickers are used for color coded bags. 11. The HCE has provided bio medical waste storage room for storage of biomedical waste. 12. Training to the health workers is provided. 13. PPEs are used by health worker. 14. The HCE has given immunization to every health worker. 15. No any major accident occurred/reported by HCE. Moreover, as per the office order no. EPA/2017/No. 5261-86 dated 15/12/2017 the competency of upto 50 beds HCEs and Labs and Blood Banks, Pathological Lab, Veterinary Institutions / Animal House etc. lies with the Environmental Engineer of the Regional Office's. From above, it is evident that the hospital is complying with the Bio-Medical Waste Rules, 2016. Keeping in view of above, if approved, the HCF may be granted authorization under Bio-Medical Waste Management Rules, 2016 granted upto 31.03.2030 with suitable conditions and with special conditions that:- 1. This BMW authorization is valid for 10 beds only. The HCF will apply for fresh authorization if it installs more beds. 2. The HCF will obtain consent to operate under the Water Act (Prevention & Control of Pollution) Act, 1974 and Air (prevention & control of Pollution) Act, 1981, within 15 days. 3. The HCF will renew its agreement with the CBWTF for lifting of its BMW before expiry of the same and intimate to the Board. 4. The HCF will use sodium hypo-chlorite solution for disinfection of chemical liquid waste generated in the HCF and keep the record of the consumption of the Sodium hypochlorite solution. The HCF will comply with general standards for discharge as per BMW Rules, 2016 as amended from time to time. 5. The HCF shall ensure to comply with the effluent standards as notified and Bio-medical Waste Management Rules, 2016, amended upto date and subsequent amendments if any 6. The HCF will submit Annual Report on Bio-Medical Waste Management in Form-IV by 30th June every year. 7. The HCF will maintain proper record of generation and lifting of bio-medical waste. 8. There is no claim of continuation of HCF in present premises on the basis of this authorization. The HCF has to comply with the zoning regulation of master plan & to be shifted from the site as and when asked by the Govt./PPCB/ or any concerned Govt. agency. 9. The HCF shall got lifted/handed over its Bio-Medical Waste generated to the Common Bio-Medical Waste Treatment Facility on daily basis. 10. The HCF shall obtain other statutory approvals required from other departments, if any. Competency EE
