File Note: Subject : Application for fresh authorization under Bio-Medical Waste Management Rules, 2016 - M/s Bansal Child Care Hospital, 9, Jagdish Marg, Patiala. Ref: The HCF application no. 30375388 dated 13.11.2025. It is submitted that the HCF was granted authorization under Bio-Medical Waste Management Rules, 2016 vide no. BMW/Renewal/PTA/2023/24219932 dated 08.12.2023 which was valid upto 31.03.2028 for 25 no. bedded capacity subject to certain conditions as mentioned therein. Now, the HCE has applied for fresh authorization under Bio-Medical Waste Management Rules, 2016 along with requisite documents for 30 beds i.e. copy of the agreement, self-declaration/undertaking, copy of the manifest, location plan etc.  The HCF has entered into an agreement with M/s Rainbow Environments Pvt. Ltd., Mohali dated 01.07.2025, for generation, collection, storage and disposal of bio-medical waste generated, which is valid upto 30.06.2030 for 30 beds. The HCF has submitted compliance report of authorization under Bio-Medical Waste Management Rules, 2016 granted to it. Accordingly, as per the latest order of Govt. notification no. STE-STEB010/213/2020- STE(5/4)/485954 dated 06.01.2023 has notified the fee for obtaining authorization under the provisions of the BMW Rules, 2016, which is to be paid by the applicant at the time of submitting the application for obtaining authorization: Sr. no. Category Authorization fee under BMW Rules, 2016, 1. Non-bedded HCFs Rs. 1000/-(One Time) 2. With Bed Capacity 1-10 beds Rs. 1000/- per annum 3. With Bed Capacity 11-30 beds Rs. 2000/- per annum 4. With Bed Capacity 31-50 beds Rs. 3000/- per annum, respectively. Now, the HCFs has already deposited Rs. 10000/- vide UTR no. KKBKH23324851546 dated 20.11.2023 as authorization fees, The authorization fee deposited is adequate upto 20.11.2028. It is pertinent to mention here that the Board’s office order no. 443 dated 09.08.2021 and no. 444 dated 10.08.2021, the Board has decided to facilitate the entrepreneurs with “Auto generation of renewal of consent to establish/ operate/ authorization of any category of small scale industries/ project/ Health Care Facilities (upto 50 beds) and Hazardous Waste generating industries” on the basis of self-declaration by these entrepreneurs and shall be without any inspection/ physical verification by the officers of the PPCB.          As per the Board’s office order no. 379 dated 27.10.2023, it has been decided that HCFs up to 30 bed capacity, which are discharging their liquid waste into public sewer and operating within MC limits of towns, where terminal sewage treatment plant (STPs) have been installed, shall be granted consents to operate under the Water Act, 1974 and the Air Act, 1981 as well as authorization by PPCB without installation of individual ETP, as an interim arrangement, subject to the condition that HCFs shall ensure to comply with the effluent standards as notified by the MoEF&CC under BMW Rules, 2016 as amended upto the date and subsequent amendments if any.  In this case, the hospital having 30 beds capacity falls within M.C limits of Patiala and the outlet of the HCF is connected to sewer which is further connected to terminal STP. Keeping in view of above, if approved, the HCF may be granted authorization under Bio-Medical Waste Management Rules, 2016 upto 31.03.2028 with suitable conditions and with special conditions that:-   1.  This BMW authorization is valid for 30 beds only. The HCF will apply for fresh authorization if it install more beds. 2.  The HCF will renew its agreement with the CBWTF for lifting of its BMW before expiry of the same and intimate to the Board. 3.  The HCF will comply with general standards for discharge into public sewer, as per BMW Rules, 2016 as amended from time to time. 4.  The HCF will submit Annual Report on Bio-Medical Waste Management in Form-IV by 30th June every year. 5.  The HCF will maintain proper record of generation and lifting of bio-medical waste. 6.  There is no claim of continuation of HCF in present premises on the basis of this authorization. The HCF has to comply with the zoning regulation of master plan & to be shifted from the site as and when asked by the Govt./PPCB/ or any concerned Govt. agency. 7.  The HCF shall got lifted/handed over its Bio-Medical Waste generated to the Common Bio-Medical Waste Treatment Facility on daily basis. 8.   The HCF shall comply with the laws and bylaws of Master Plan of Patiala. 9.   The hospital shall not carry out any expansion/ modernization/ change in process/ category (from green to orange or to red or so on) or out scale (from small to medium or large) without obtaining prior permission of the Board. 10.  In case the hospital is found that it has submitted any wrong/ partial/ forged information/ document or any false affirmation, it shall be liable for action as deemed fit by the Board under the provisions of BMW Rules, 2016.
