Subject: Proceeding of the personal hearing given before the Senior Environmental Engineer, Zonal Office-I, Ludhiana on 20.11.2025 w.r.t. show cause notice for refusal of authorization under Hazardous Waste (Management Handling & Transboundary Movement) Rules, 2016 - M/s S R Processors, Village Paharuwal, Chandigarh Road, Ludhiana.

The Environmental Engineer, Zonal Office-1, Ludhiana brought out that the industry is a small scale red category dyeing unit. The industry has obtained fresh Consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 which is valid upto 30.06.2028.
The industry has now applied for fresh authorization under Hazardous Wastes (Management Handling & Transboundary Movement) Rules, 2016 for Cat. 35.3 @ 60 TPA, Cat. 33.1 @ 600 Number/Annum, Cat. 5.1 @ 0.02 KLA.
The authorization application of the industry has been perused and it has been observed as under :
1. The industry has not provided separate rooms rather provided a common room of size 9'x6.5'x8' for storage of hazardous waste under category 35.3, 33.1 & category 5.1.
2. The industry has currently stored around 4 Tons of sludge (35.3) and around 100 Drums.
3. The storage facility is not adequate for storage of hazardous waste category 33.1.
4. The industry has not attached the form IV alongwith application.
The industry is not complying with the provisions of the Hazardous and other Waste (Management & Transboundary Movement) Rules, 2016.
In view of the above, the industry was issued show cause notice for refusal of authorization under Hazardous Waste (Management Handling & Transboundary Movement) Rules, 2016 with an opportunity of personal hearing before the Senior Environmental Engineer of the Board on 20.11.2025.
Sh. Saransh Jindal, Partner of the industry attended the hearing and submitted a written reply which was taken on the record. He submitted that the Industry has augmented its room for storage of sludge (category 35.3) and now room has dimensions 10x10x10. The Industry has provided a new room for storage of empty cans as per category 33.1 and it has dimensions are 15'x25"x15". Both the rooms have been provided suitable hazardous waste sign board and lock & key arrangement. The Industry has made agreement with authorized agencies for lifting of hazardous waste and maintains record regularly. They have attached the copies of agreements done with the authorized waste lifters of all the three categories of waste respectively well as the manifests of the waste lifted upto date alongwith hazardous waste generation & disposal details in form -4. He further requested to verify & grant the authorization.
After hearing the industry, officer of the Board and considering material facts on record, the Senior Environmental Engineer of the Board decided that:
1. The Environmental Engineer, Regional Office-1, Ludhiana shall visit the industry to verify the contentions made by the industry during hearing and shall submit report alongwith recommendations so as to decide the authorization application, within 03 days.
Submitted for confirmation of decisions of the hearing and for conveying to the industry and Regional Office for compliance of above decisions, please.
