Ref: HCF has application no 30125186 & 30125106 dated 04/11/2025 It is submitted that the HCF has applied for obtaining consent to operate under the provisions of the Water (Prevention& Control of Pollution) Act, 1974 and Air (Prevention& Control of Pollution) Act,1981 under green category for Zero beds capacity along-with requisite documents. The HCF has applied authorization under Bio-Medical Waste Management Rules, 2016, which is under process. The hospital has deposited Rs. 2000/- vide UTR. No. 244959434 dated 04/11/2025 under Water (Prevention& Control of Pollution) Act, 1974 and Rs. 2000/- vide UTR. No. 13772281 dated 04/11/2025 under Air (Prevention& Control of Pollution) Act, 1981, which is adequate upto 30/10/2026 under both Acts as per policy of the Board. The HCF has deposited NOC regularization fee Rs. 2000/- vide UTR. No. 13772281 dated 04/11/2025 which is adequate. The hospital has submitted an agreement executed with M/s Rainbow Environments Pvt. Ltd., Village Balyali, Tehsil Kharar regarding lifting of Bio-Medical waste on 01/10/2025, which is valid upto 30/09/2030 for 0 no. beds. (copy attached) The HCF has falls within M.C limits of Patiala and the outlet of the HCF is connected to sewer which is further connected to terminal STP. It is intimated that Board has issued partial modification to earlier Board’s order no. 468 dated 31.08.2021, vide its office order no. 601 dated 16.12.2021 has decided that the HCF upto 50 beds which are discharging there liquid waste into public sewer and operating within MC limits of towns, where terminal sewage treatment plant have been installed, shall be granted consents/ authorization by Punjab Pollution Control Board without installation of individual ETPs, as an interim arrangements/ measures, subject to condition that he HCF shall ensure to comply with the effluent standards as notified and Bio-medical Waste Management Rules, 2016, amended upto date and subsequent amendments if any. However, no specific period mentioned in the said orders. Accordingly, the HCF was visited by the undersigned on 20.11.2025 and during visit, it was observed as under: 1. The HCF has private hospital zero bed capacity and is operational. 2. The HCF has proper record of the BMW is maintained. 3. The HCF has provided colours coded bags, containers and needle shredders at source. 4. The HCF has segregation is properly done. 5. The HCF has BMW is being lifted regularly by the CBWTF. 6. Non-chlorinated bags are used. 7. Final storage room/facility is provided. 8. The HCF has used Hypo1-2% solution to treat the waste water generated and it is discharged into the MC sewer connected to STP Patiala. 9. Bio-Medical waste not disposed of at MC disposal point and adjoining area. 10. Bar code stickers are used. 11. Training to the health workers is provided. The HCF is advice to maintained record. 12. Immunization to the health worker is provided. The HCF is advice to maintained record. 13. The HCF has not installed any DG set. 14. The HCF has submitted approved building plan Er. Adarsh Vir Gupta from competent person approved by Director of Factories Punjab. The hospital is complying with the provisions of the Water (Prevention& Control of Pollution) Act, 1974, Air (Prevention& Control of Pollution) Act, 1981 & Bio-Medical Waste Management Rules, 2016. In view of the above, may if approved, it is recommended that authorization under BMW rules may be granted for one time and consent to operate under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted upto 30.09.2026 subject to suitable conditions and special conditions that: 1. The hospital shall not increase its bed capacity without obtaining prior written permission of the Board under the provisions of the Water (Prevention& Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981. 2. The Hospital shall comply with the provisions of the Bio-Medical Waste Management Rules, 2016. 3. The hospital will renew its agreement with the CBWTF for lifting of its BMW be for expiry of the same. 4. The hospital will submit Annual Report on Bio-Medical Waste Management in Form IV by 30th June every year. 5. The hospital shall get lifted/handed over its Bio-Medical Waste generated to the Common Bio-Medical Waste Treatment Facility on daily basis. 6. The hospital shall obtain other statutory approvals required from other departments, if any. 7. The hospital shall comply with the Board’s office order no.601 dated16.12.2021and its subsequent amendments, if any. (Competency E.E.)
