Sir, it is submitted that the pointwise reply to the clarification raised by ZO is as under:
1. The industry is engaged in bottling of LPG in cylinders @ 400 MT/day and LPG filling in road tankers @ 2000 MT/day which is received through pipeline from M/s HMEL Refinery. The industry has storage of LPG in 4 no. bullets of capacity 1400 MT each. The manufacturing process involves washing and rinsing of cylinder filling of Cylinders, leak detection and dispatch.
2. The Hazardous waste is generated from 1. Paint Section(21.1 process waste, residue and Sludge) 2. ETP (35.3 Chemical Sludge from waste treatment) 3. DG Set and Fire Engine (5.1 Used / Spent Oil) 4. Empting/ washing/rinsing the Cylinders (33.1-Empty barrels/containers/liners contaminated with hazardous chemicals /wastes of schedule-I)
3. 4. The Waste generated under the Category @ 21.1 (process waste, residue and Sludge) as per Form 4 of 2024-25 vide no. 29000483 is 3.05 TPA, which is above the authorized limit of 3 TPA.
From above it is evident that the industry is not complying with the provisions of HWM Rules, 2016. In view of above, it is recommended that industry may be granted short term authorization under the provisions of HWM Rules, 2016. |
