File Note: It is intimated that the HCF was granted authorization under Bio-Medical Waste Management Rules, 2016 vide no. BMW/Fresh/LDH3/2025/28475784 dated 09.06.2025, valid upto 08.12.2025 for 80 bedded Now, the HCF has applied for renewal of authorization under Bio-Medical Waste Management Rules, 2016 through OCMMS. The HCF had already deposited Rs. 25,000/- vide R no. 523943445 dated 21.04.2025 and Rs. 5000/- through online receipt no. 52118246 dated 21.11.2025, which is adequate upto 31.03.2031 under Bio-Medical Waste Management Rules, 2016. The hospital has submitted agreement with M/s Medicare Environmental Management Pvt. Ltd., regarding lifting of Bio-Medical waste and as per this agreement, bed capacity of HCF is 80. Agreement is valid upto 31.03.2030. The hospital has submitted lease deed, MOA, Approved Building map from MCL, Agreement with Medicare Environmental Management Pvt. Ltd. for lifting of Biomedical waste, Certificate of Incorporation, Sample Testing report, Authorization letter, Completion certificate of ETP cum STP, Feasibility report of STP, Electricity bill as proof of Date of Commissioning etc. The hospital was visited by officer of this office on 06.11.2025 and it was observed as under:- 1. The hospital is a 80 bed hospital, during visit HCF was in operation. 2. The hospital has installed ETP-cum-STP for the treatment of the domestic effluent as well as chemical waste generated from its premises. 3. The HCF During visit effluent samples collected from the outlet of the ETP cum STP of the HCF. The results of the report are pH=7.7, TSS=BDL, COD=70, BOD=19, Oil & Grease= BDL and Bio-Assay= 100% survival of fish in 100% effluent after 96 hours which is within the prescribed limits of the Board. 4. The hospital has also installed 2 DG sets of capacity 250 KVA & 200 KVA with canopies and stacks of adequate height. 5. The hospital has provided color coded bins for segregation of Bio-medical waste and segregation of Bio-Medical waste was found proper. The HCF has provided final storage room/lifting room for Bio-Medical waste and proper lock and key system provided. 6. The hospital is properly maintaining the record regarding generation, storage & lifting of bio-medical waste. 7. The hospital was granted ‘Consent to Operate’ under the Water Act, 1974 & the Air Act, 1981 vide no. CTOW/Renewal/LDH3/2025/28329924 dated 09.06.2025 & vide no. CTOA/Renewal/LDH3/2025/28329907 dated 08.05.2025, valid upto 08.12.2025 & 31.03.2030 respectively for 80 bedded with discharge of domestic effluent @ 30KLD into sewer after treatment through ETP-cum-STP. The HCF has now also applied for renewal of ‘Consent to Operate under the Water (Prevention & Control of Pollution) Act, 1974, which has been processed separately. The hospital is complying with the provisions of the Water (Prevention & Control of Pollution) Act, 1974 & the Air (Prevention & Control of Pollution) Act, 1981 and the provisions of the authorization under the Bio-Medical Waste Management Rules, 2016. Keeping in view of above, it is recommended that renewal of authorization under Bio-Medical Waste Management Rules, 2016 may be granted to the HCF for period upto 31.03.2030 subject to suitable conditions.
