It is submitted that the HCF has applied for obtaining fresh authorization for hospital of 20 bed capacity under the Bio-Medical Waste Management Rules, 2016 along with the requisite documents:
1. BMW manifests.
2. Location & site plan.
3. The HCF has submitted an agreement for 20 bedded executed with the Common Bio Medical Waste Treatment Facility namely M/s Rainbow Environments Pvt. Ltd. #1139 Sector 69, Mohali for lifting and treatment of Bio Medical waste generated from the HCF having validity upto 13.10.2028.
4. The HCF has submitted copy of undertaking of bed capacity regarding that the HCF is hospital with 20 beds.
The HCF has deposited Rs. 2000/- vide Receipt No 318709791 dated 21.11.2025 under BMW Rules, 2016. As such, according to Board's order no. HQ-3/EPA/2023/2799-2815 dated 19.01.2023.
As per Board’s Office Order No. EPA/2018/04 dated 10/04/2018, the authorization under Bio-Medical Waste Management (Amendment) Rules, 2019 (fresh and renewal) applied by the health care upto 20 beds / dental chairs will be granted by the concerned regional office within 7 days of receipt of complete application without making inspection of those health care facilities.
As such, the HCF was not visited to check the compliance of the Bio-Medical Waste (Management) Rules, 2016. Further, as per Board's office order no. EPA/2018/01 dated 03.01.2018, if the HCF is non-bedded, it is to be granted one-time authorization under BMW Rules, 2016 with the condition that the HCF will apply for fresh authorization if it becomes a bedded hospital.
In view of above, if may approved, one time authorization under the Bio-Medical Waste Management Rules, 2016 may be granted to the HCF subject to the suitable conditions and following additional conditions as under:-
1. This authorization is valid only for hospital of 20 beds. The HCF will apply for fresh authorization, if its install any beds in the hospital.
2. The HCF will renew its agreement with the CBWTF for lifting of its BMW before expiry of the same
3. The HCF will submit Annual Report on Bio-Medical Waste Management in Form-IV by 30th June every year.
4. The HCF shall get lifted/handed over its Bio-Medical Waste generated to the Common Bio-Medical Waste Treatment Facility on daily basis.
5. The HCF shall obtain other statutory approvals required from other departments, if any.
6. The HCF shall comply with the Board’s office order no. 601 dated 16.12.2021 and its subsequent amendments, if any.
