File Note: The HCF is Diagnostic & Scan Centre only OPD and has applied for obtaining fresh authorization under the Bio-Medical Waste Management Rules, 2016 through OCMMS with requisite documents, Dr Mohammad Aamir has submitted that Medical Treatment Facility provided to 900 patients per month. The HCF is OPD centre and has deposited the requisite fee online of Rs. 1,000/- vide UTR no. 297140478 dated 24.11.2025. Moreover, the HCF is an OPD/non-bedded. The Board vide letter no. 1949-74 dt. 07.06.2018 has decided that the concentration of sodium hypochlorite for chemical treatment has been reduced to 1-2% instead of 10% in earlier rules, for non-bedded healthcare facilities. Non-bedded HCFs shall dispose off the liquid waste after treatment by disinfection as per schedule-II (6) of the Rules which is as under: Schedule-II (6)- Standards for efficiency of chemical disinfection "Microbial inactivation efficacy is equated to “Log10 kill” which is defined as the difference between the logarithms of number of test microorganisms before and after chemical treatment. Chemical disinfection methods shall demonstrate a 4 Log10 reduction or greater for Bacillus Subtitles (ATCC 19659) in chemical treatment systems". There is no policy of the Board for laboratory, clinics, OPD and other non-bedded HCFs for the installation of ETP, treatment of liquid waste is to be carried out by 1-2% sodium hypochlorite solution. Submitted for approval for grant of authorization. • The HCF has submitted copy of an agreement with common facility namely M/s Medicare Environmental Management Pvt. Ltd., Ludhiana, authorized by the Board, which has under taken the liability of collection, transportation and treatment / disposal of Bio-Medical Waste generating from the hospital. The agreement is valid from 01.02.2024 upto 31.01.2029. • The HCF has also submitted declaration form in Annexure-I, location plan and Tax Invoice issued by CBWTF for lifting its bio-medical waste. • Further, as per Board's office order no. EPA/2018/01 dated 03/01/2018, if the Health Care Facility is non-bedded, it will be granted one time authorization under BMW Rules, 2016 with the condition that the HCF will apply for fresh authorization if it becomes a bedded hospital. Also, as per Board's office order no. EPA/2018/04 dated 10/04/2018, the authorization (Fresh / Renewal) under the Bio Medical Waste Management Rules. 2016 applied by the Health Care Facilities upto 20 beds / Dental chairs will be granted by the concerned Regional office within 07 days of receipt of complete application without making inspection of Health Care Facilities. Moreover, as per the office order no. EPA/2017/No. 5261-86 dated 15/12/2017 the competency of upto 50 beds HCEs and Labs and Blood Banks, Pathological Lab, Veterinary Institutions / Animal House etc. lies with the Environmental Engineer of the Regional Office's. As per head office order the Authorization cases of HCF upto 20 beds be processed without visit with condition that its inspection can be done at later stage as per protocol. Keeping in view of above, it is, therefore, recommended that one time authorization under the Bio-Medical Waste Management Rules, 2016 may be granted to the HCF subject to suitable conditions and special conditions that:- 1. The HCF shall get the validity of agreement made with Common Bio Medical Waste Treatment Facility extended well before its expiry and submit the same to the Board. 2. The HCF will apply for fresh authorization if it becomes a bedded hospital. 3. The HCF will comply with the provisions of BMW Rules, 2016 in true letter & spirit. 4. The HCF will submit Annual Report on Bio-Medical Waste Management in Form-IV by 30th June every year. 5. The HCF will maintain proper record of generation and lifting of bio-medical waste. 6. The HCF shall got lifted/handed over its Bio-Medical Waste generated to the Common Bio-Medical Waste Treatment Facility on daily basis. 7. The HCF shall obtain other statutory approvals required from other departments, if any. Competency Environmental Engineer
