It is submitted that the industry is a Medium Scale / Red category unit and is engaged in the process of spinning of Acrylic Yarn @ 10 MT/Day and Dyeing of Wool Top/Synthetic Fabrics @ 7 MT/Day using acrylic wool top/ synthetic acrylic tow @ 11 MT/Day, dyes and chemicals @ 50 kg/day as raw material.
Earlier, the industry was granted authorization under Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016 vide no. HWM/Fresh/LDH2/2018/7630820 dated 25/07/2018 which was valid upto 30/06/2023 for Category No. 35.3 @ 15 T/Annum, Category No. 33.1 @ 500 Number/Annum and Category No. 5.1 @ 0.175 KL/Annum.
Now, the industry has applied for authorization under Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016 alongwith requisite documents through OCMMS for the Category (waste oil) 5.1 @ 0.070 KLA, Category 33.1 (empty container) @ 50 No./Annum, Category 35.3 (ETP sludge) @ 19.5 TPA.
The industry was visited by AEE of this office on 23.10.2025 and it was observed that:-
1. During visit, industry was in operation.
2. The industry is generating the hazardous waste of category 35.3, 33.1 and 5.1 respectively.
3. The industry has made an agreements to dispose off the Hazardous waste as under:- (a) Cat.No. 35.3 – M/S Nimbua Green Field (Punjab) Ltd., Nimbua vide Membership No. 1861 dated 31.07.2013. (b) Cat.No. 33.1 – M/S J.S.Plastic,Nichi Mangli, Chandigarh Road, Ludhiana which is valid upto 30.06.2026. (c) Cat.No. 5.1 – Aggarwal Manufacturing Co., Friends Industrial Estate, Focal Point, Ludhiana which is valid upto 19.03.2026.
4. Industry has provided 02 hazardous waste storage room of size 9’-6”(L) X10’-9”(W) X12’(H) for Cat.No. 35.3, 5.1 and of size 17’(L) X16’ (W) X9’(H) for Cat.No. 33.1.
5. As per details submitted by the industry it has generated/lifted the hazardous waste as during the period 2018-19 to 2024-2025 is as under:-
a) Category no. 35.3 ETP Sludge 2250 Kg. (O/B as found on 15.7.2025) + 6500 kg approx sludge generated in the period 15.07.25 to 23.10.25 as per record maintained by the industry) Total weight of sludge comes out to be 8750 kg approx. Deducting 7600 kg (qty of sludge lifted in the above period) 1150 kg needs to be stored in the room. But actual qty stored in HW Room as found during the visit on 23.10.2025) = 0 kg and no bag of ETP sludge was found in the HW room.
b) The etp sludge was last lifted @7600 kg vide manifest no 57883 dated 18.10.2025Category no. 33.1 50 No. (O/B) + 15 Nos. (Generation) = 65 Nos, Balance: 65 Nos as on 23.10.2025.
c) Category No. 5.1 70 Liters (O/B) + 0 Liters (Generation) = 70 liters closing balance as on 23.10.2025 = 70 Ltrs.
6. During visit, the hazardous waste of category No. 35.3 (ETP sludge) @ 0 bags of varied quantities were laying stored in hazardous waste storage room. The industry has submitted an undertaking w.r.t. Cat.No. 35.3,5.1 and 33.1 as under:-
(i) The industry is having independent 11KVA Hot Line for power supply. Hence, the D.G. sets are used once in a year. Hence, there is no generation of spent oil of Cat.No. 5.1.
(ii) The dyes packing is made in cardboard boxes. Hence, there is no generation of empty containers. The chemicals are purchased with the condition to return the empty containers to the suppliers of chemicals. Hence, there is negligible quantity of empty containers. However, now it has made an agreement for Cat.No. 33.1 and 5.1 as stated above.
(iii) The representative of the industry was enquired about the quantity of generation of hazardous waste of category 35.3 in FY 2023-24 being 26 ton and in FY 2024-25 being 31.3 ton and for that the reasons given by the representative of industry was that during the period of 2023-25 the industry has undertaken the process of cleaning and removal of sludge from the collection tank which is reflected in the quantity of generation of 35.3. Now, the industry has applied for 19.5 TPA which is the average of last five years quantity.
7. The industry has provided Environmental data Board at the main gate of the industry and danger sign boards outside of the hazardous waste storage rooms.
8. The industry is maintaining record regarding generation and lifting of hazardous waste of all the categories.
Keeping in view of the above, it is recommended that show cause notice for refusal of authorization under Hazardous and Other Wastes (Management and Trans-boundary Movement) Rules, 2016 may be issued to the industry.
