It is intimated that the industry has small scale red category industry.
Earlier the industry was granted 'Consent to Operate' under the Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Fresh/LDH4/2025/29623517 dated 13.10.2025, valid upto 12.04.2026 and the Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Fresh/LDH4/2025/29707426 dated 28.10.2025, valid upto 27.04.2026 for production of refurbished e-waste @ 01TPD, Segregated plastic and metals (Details of recycled material: Electronic component s 250 Kgs/day, Iron @ 150 Kgs/day, Aluminium @ 250 Kgs/day, Plastic @ 250 Kgs/day, Fiber @ 80 Kgs/day, Copper @ 20 Kgs/day.
Now the industry has applied for authorization under the HWM Rules, 2016 for category 35.1 (Exhaust Air or Gas cleaning residue) @ 0.5 TPA and 35.3 (Chemical sludge from waste water treatment) @ 0.2 TPA.
The industry was visited by the undersigned on 24.11.2025 and it was observed as under:
1. The industry was not in operation as the industry has applied for EPR registration.
2. The industry has installed 01 Dismantling table for dismantling e-waste scrap, 01 Shredder for cut and shred in small pieces PVC iron scrap etc., 01 Magnetic separator and eddy current separator is used to remove ferrous materials from e-waste, such as iron and steel, during the recycling process, 01 Conveyor attach with shredder automatically feed material into the shredder, 01 Compressor cutting machine, 01 Gas recovery station use for ac gas collector, 01 Compressor oil recovery, 01 CRT Monitor Cutting, 01 CRM For Component Dismantling Machine From PCB Boards, 01 Hydraulic Press Use For Press All Type Of Scrap, 01 Hard Disk Drive Breakers For Brake Hard Disk With Safety With Hydraulic Press, 01 Furnace for metal scrap, 01 Precious metal recovery system, 01 pulveriser connected with cyclone and dust bag collector they help us for recovery metal scrap, 01 Wire recycling wire stripper for stripe wire, 01 CFL recycling recycling machine, ETP plant, Weight bridge and Weight machine in its premises. Further, the industry has provided minimum machinery for e-waste recycling facility as per CPCB guidelines.
3. The industry has submitted completion certificate of APCD installed.
4. The industry has constructed an e-waste processing unit comprising dismantling & recycling unit @ 546 Sq meter approx., which is sufficient for dismantling and recycling of E-waste @ 01 TPD.
5. Domestic effluent is being discharged into sewer.
6. The industry has submitted certificate from DTP, Ludhiana mentioning that the site falls in industrial zone.
7. The industry has submitted revised building plan approved from competent person.
8. The industry will be generating hazardous waste of category 35.1 and 35.3 i.e. Exhaust Air or Gas cleaning residue and Chemical sludge from waste water treatment.
9. The industry has made an agreement with TSDF i.e. M/s NIMBUA Greenfield for disposal/managing hazardous waste of category 35.1 and 35.3.
10. The industry has provided separate storage room for storage of Hazardous Waste with lock & key facility.
11. The industry has provided danger sign on the gate of HW storage room.
12. The industry has submitted approved building plan showing the location of hazardous waste storage room.
13. The industry is complying with the provisions of the HWM Rules, 2016.
Keeping in view of above, it is recommended that fresh authorization under the HWM Rules, 2016 to the industry upto five years for category 35.1 (Exhaust Air or Gas cleaning residue) @ 0.5 TPA and 35.3 (Chemical sludge from waste water treatment) @ 0.2 TPA subject to suitable conditions as per policy of the Board and with special conditions that:-
1. The industry shall got register itself on EPR Portal under the E-waste Rules, 2022.
2. Any hazardous waste shall be given to the Common Storage Treatment & Disposal Facility Nimbuan, Tehsil Derabassi, District Mohali.
3. The industry shall comply with the E-Waste (Management) Rules, 2022 and all the stipulations of rules and guidelines framed by the Central Pollution Control Board.
4. The industry shall always storage E-Waste within its premises in an environmentally sound manner. |
