• It is submitted that the project proponent was earlier granted consent to operate under the Water Act, 1974 and Air Act, 1981 on 21.10.2025 valid upto 20.04.2026 for Storage of petroleum products of Class -A in 4 nos. tanks of total capacity @ 400 KLD, Storage of petroleum products of Class -B in 4 nos. tanks of total capacity @ 400 KLD, Storage of petroleum products of Class -C in 2 nos. tanks of total capacity @ 200 KLD and Recovery of Solvents @ 120 KLD …………………….
• These consents were not granted for operation of unit; these consents were granted only for obtaining the permission under Rule 6 and Rule 9 of the Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016…………………..
• Now, the industry has applied for obtaining fresh authorization CUM FRESH PASSBOOK under the Hazardous Wastes (Management, Handling and Transboundary Movement) Rules, 2016 through OCMMS for Collection, Transportation, Storage & Recycling of spent solvents of different hazardous waste categories i.e Category 20.2, Category 21.2, Category 26.4, Category 28.6 & category 29.4 @37200KL/Annum and Generation, Storage & Disposal of category 5.1 @ 0.2 KL/annum, 5.2 @ 0.2 KL/Annum, category 20.3 (Distillation residues)@0.001 T/annum, category 35.3 @ 0.001T/annum and category 33.1@ 1000 Numbers / Annum…………..
• The industry was already visited by AEE of RO on 29.09.2025 during the processing of Consents to operate applications and it was observed as under-
1. The industry has installed the machinery and the same is yet to be commissioned. ……………
2. The industry has provided HWM room having size 12’x12’x12’ for storage of the HW having proper partition to store the different category of HW. The room is lockable, pacca and impermeable floor……………………..
3. The PP has installed Environmental data Board outside the plot and has provided category board and danger sign board outside HWM Room…………………..
4. For recovery of solvents, the industry has provided 10 Nos storage tanks from which 8 storage tanks are underground and having capacity of @100 Kl each and the 2 storage tanks above the ground having the storage capacity @ 100 Kl each………………………………….
5. The PP has proposed to use own vehicles having registration no PB10HG 5552, RJ10GB 1678, PB JF 2539, HR 55T 9460 along with the copy of RC, driver license and photos of vehicles for collection & transportation of HW of cat 20.2, 21.2, 26.4, 28.6, 29.4 ………………….
6. The PP has deposited Rs. 10,000/- as Actual user certificate/ passbook processing fees vide no PPCB/36, dated 11.11.2025………………
• RO has submitted point wise compliance of SOPs prescribed for such units. RO has reported that the industry is complying with the SOP of Utilization of Spent Solvent for recovery of solvent, February, 2021 issued by CPCB and complying with the provisions of the Hazardous Waste Rules, 2016…………………
• RO has recommended that authorization as well as Passbook under the Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016 may be granted to the industry………..
• It is pertinent to mention here that the industry has submitted copy of CLU from Department of Town and Country Planning vide no. 2025 dated 10.9.2020 stating that the site falls in PCPIR (i.e. Petroleum, Chemicals and Petrochemicals Investment Region) Zone of notified Master Plan Raman Mandi.
• It is further added that the industry has made an agreement with authorized recycler for category 5.1 & Category 5.2. However, the industry has not yet made an agreement with TSDF Nimbua/ authorized recycler for category 20.3, Category 35.3 and Category 33.1……………
Keeping in view of above & recommendations of RO, if approved, the industry may be granted authorization for Collection, Transportation, Storage & treatment of different spent solvents of hazardous waste categories i.e Category 20.2, Category 21.2, Category 26.4, Category 28.6 & category 29.4 @37200KL/Annum and Generation, Storage & Disposal of category 5.1 @ 0.2 KL/annum, 5.2 @ 0.2 KL/Annum, category 20.3 (Distillation residues)@0.001 T/annum, category 35.3 @ 0.001T/annum and category 33.1@ 1000 Numbers / Annum along with Red passbook for collection, transportation. storage & processing of different spent solvents of hazardous waste categories i.e Category 20.2, Category 21.2, Category 26.4, Category 28.6 & category 29.4 @37200KL/Annum with certain conditions and following special conditions:-
1. The industry shall make an agreement with TSDF Nimbua/ authorized recycler for category 20.3, Category 35.3 and Category 33.1 within 01 month and shall submit to the Board………………..
2. The industry shall get registered on National Hazardous Waste Tracking System (NHWTS) portal, within 07 days.……………………
3. The industry shall ensure that the total quantity of spent acid lifted by it shall remain within the total permitted quantity on annual basis i.e @ 37200KL/Annum ……………………..
4. The industry shall not lift/procure the spent solvents without making entry in the passbook……………….
5. The industry will ensure compliance of SOPs prescribed by CPCB for such type of units, at all times……….
6. The industry shall comply with the provisions of HOWM Rules, 2016 at all times……………
7. The industry shall provide dedicated room for storage of hazardous waste with lock & key arrangement and shall provide danger sign board outside the room……………………….
8. The industry shall maintain category wise proper record of hazardous waste generation & its disposal on daily basis……………………………...
9. The industry shall maintain record of hazardous and other wastes on monthly basis in Form 3…………………………….
10. The industry shall file an annual return in Form 4 to the Board on or before the 30th day of June following the financial year to which that return relates……………….
11. The industry shall provide Environmental data board outside the main gate of premises, with 10 days after receipt of authorization………………….
12. The industry is responsible for safe and environmentally sound management of hazardous and other wastes.………………………………………..
