It is intimated that the industry is a Small Scale and Orange Category unit and was granted consent to operate under Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Fresh/LDH2/2023/21471299 dated 05/04/2023 and the Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Fresh/LDH2/2023/21471245 dated 05/04/2023 both valid upto 31/12/2028 under Green Category for the manufacturing of Packaged drinking water @ 68 KLD.
Further, the industry was granted varied consent to operate under Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Varied/LDH2/2023/22138754 dated 28/06/2023 and the Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Varied/LDH2/2023/22136672 dated 28/06/2023 both valid upto 30/09/2029 for Packaged drinking water @ 68 Kilo Liters/Day and Energy Drink @ 20 Kilo Liters/Day under the Orange Category.
Earlier, the industry was issued how cause notice for violation of the provisions under Water (Prevention & Control of Pollution) Act, 1974, the Air (Prevention & Control of Pollution) Act, 1981 and Hazardous and other Waste (Management & Transboundary Movement) Rules, 2016 with an opportunity of personal hearing before the Senior Environmental Engineer, Zonal Office-I, Ludhiana on 03.10.2025, wherein, it was decided as under:
1. The industry shall operate its ETP regularly and efficiently so as to achieve the standards prescribed by the Board at all time.
2. The industry shall maintain the record regarding operation of ETP on regular basis and keep it available at site always.
3. The industry shall upgrade its Air Pollution Control Device (APCD) within one month, so as to achieve the revised emission standards as notified by MoEF&CC vide Notification No. GSR 373(E) dated 16.05.2023.
4. The industry shall submit revised permissibility certificate from the DTP based on fresh revenue report, within 10 days.
5. The industry shall make an agreement with authorized recycler / re-processor for disposal of various categories of hazardous wastes and shall apply for obtaining authorization under the Hazardous and other Waste (Management & Transboundary Movement) Rules, 2016, within 10 days.
6. The industry shall maintain proper record of generation & disposal of Hazardous Wastes generated by it.
7. The industry shall apply for registration under the Plastic Waste Management Rules, 2016 on EPR portal of CPCB, within 15 days.
8. The Environmental Engineer, Regional Office-2, Ludhiana shall visit the industry after one month, collect effluent & emission samples, check the record maintained by the industry regarding operation of ETP / APCD and process the authorization applications on merits.
Now, the industry has applied for fresh authorization under Hazardous & Other Wastes (Management & Transboundary Movement) Rules, 2016 for generation, collection, storage & disposal of hazardous waste Category no. 5.1 @ 0.030 KL/annum alongwith requisite documents through OCMMS. The industry has entered into an agreement with M/s BRS Lubricants, Mandi Gobindgarh for shifting of its hazardous waste category no. 5.1.
The industry was visited by the AEE of this office on 21.11.2025 and it was observed as under:
1. The industry was in operation during the visit.
2. The industry has installed plant and machinery for manufacturing of packaging of drinking water and fruit juices/energy drinks in its premises.
3. The industry is maintaining the record of operation of ETP on regular basis.
4. The industry has installed upgraded APCD as per the revised emission standards as notified by MoEF&CC.
5. The industry is maintaining the record regarding generation of hazardous waste viz-a-viz lifting of the same.
6. The industry has provided danger sign outside the hazardous waste storage room.
7. The industry has provided environmental data board outside main gate of industry.
8. The industry has installed 02 no. D.G sets of 360 KVA and 320 KVA capacities, both are fitted with canopy and adequate stack height.
9. It has signed an agreement with M/s BRS Lubricants, Mandi Gobindgarh for disposal of hazardous waste of category 5.1. It has not disposed off its hazardous waste till date since the service of DG sets is pending and its current storage is NIL.
The industry has installed ETP based on biological treatment consisting of screen chamber, Oil & grease trap, collection tank, primary settling tank, aeration tank, secondary settling tank and filters, outlet. The unit being a food processing industry, the sludge generating from ETP is non-toxic in nature and further it is used as manure for plantation. Therefore, it is not covered under Hazardous & Other Wastes (Management & Transboundary Movement) Rules, 2016.
In view of the above, May if approved, it is recommended that authorization for collection, storage & disposal of hazardous wastes for waste Category no. 5.1 @ 0.030 KL/annum under Hazardous & Other Wastes (Management Transboundary Movement) Rules, 2016, may be granted to the industry upto 30/09/2029 with suitable conditions and special conditions as under:
1. The industry shall maintain the record regarding operation of ETP on regular basis and keep it available at site always.
2. The industry shall submit revised permissibility certificate from the DTP based on fresh revenue report, within 10 days.
3. The industry shall apply for registration under the Plastic Waste Management Rules, 2016 on EPR portal of CPCB, within 15 days.
