File Note: Kindly peruse the note of RO……………….. • It is submitted that the industry is engaged in bottling of LPG in cylinders @ 400 MT/day and LPG filling in road tankers @ 2000 MT/day. LPG is received through pipeline from M/s HMEL Refinery.…………………. •The industry generates Hazardous waste of category 21.1 from paint section, category 35.3 from ETP, category 5.1 from service of DG Set & Fire Engine and category 33.1 (Empty containers) ……………… •The industry was earlier granted authorization under HOWM rules, 2016 for generation, collection, storage & disposal of HW category 5.1- Used oil @ 1.5 TPA; 21.1- Process wastes, residues and sludges @ 3 TPA, 35.3 Cat @ 6TPA of Schedule-I, 33.1-Empty barrels/containers/liners contaminated with hazardous chemicals /wastes of schedule-I @ 1 TPA under HOWM Rules, 2016 vide no. HWM/renew/BTI/2024/27296015 dated 09.12.2024 valid upto 31.12.2025……………………….. •Now, the industry has applied for extension in validity of authorization under the Hazardous Waste (Management, Handling and Transboundary Movement) Rules, 2016 through OCMMS on 06.11.2025………………. •The industry was visited by AEE, RO, Bathinda on 26.09.2025 and it was observed as under:- 1.The industry was in operation during visit…………. 2.The industry has provided a display board indicating environmental data at the main gate of the industry……………….. 3.The industry has provided a hazardous waste storage facility of size 6’x6'x6' with lock & key arrangement & covered from top to avoid any entry of rain water and concrete flooring has been provided in the hazardous waste storage shed………….. 4.The industry has made agreement with M/s Indian Petro Chemical, Village Sikri, Ballabhgarh, Faridabad for HW Cat. 5.1, M/s Eco Management and Protection Pvt. Ltd., Bhiwandi for HW Cat. 21.1, M/s Surya Chemicals, village Ranimajra, Dera Bassi, SAS Nagar for HW Cat. 33.1………….. 5.The industry has not yet made any agreement with TSDF, Nimbuaa for lifting of waste generated under HW Cat. 35.3 (ETP sludge)…………………. 6.The industry has stored 105 ltr Hazardous waste of category 5.1 in MS drum, 2146 kg of HW of cat 21.1 in HDPE bags & 3185kg of HW of cat 35.3 in HDPE bags………………………. 7.The industry has lastly lifted 1850 kg of HW of cat 21.1 vide manifest no. vide no. 543 dated 28.03.2025, to M/s Eco Management and Protection Pvt. Ltd., Bhiwandi, HW cat 5.1 @ 300 ltr. vide manifest no. 2433 dated 28.03.2025 to M/s Indian Petro Chemical, Village Sikri, Ballabhgarh, Faridabad and HW cat 33.1 @ 202 no. vide manifest no. 1358 dated 19.08.2025 to M/s Surya Chemicals, village Ranimajra, Dera Bassi, SAS Nagar.; The industry has not submitted any record / information regarding lifting of waste generated under HW Cat. 35.3 (ETP sludge) …………….. 8. The industry has submitted annual return from last 3 years of Hazardous waste. 9. As per annual report, qty of hazardous waste generation of category 5.1 is 900 ltr against authorization qty 1500 liter, category 21.1 - 3005 kg/year against the authorized qty 3000 kg/year, 33.1 - 850 number against the authorization qty 1 Ton and 35.3 - 1238 against the authorization qty 6 TPA……… •RO has reported that the industry is not complying with the provisions of HOWM Rules, 2016 and recommended for grant of short-term authorization under the provisions of HOWM Rules, 2016……………. •It is pertinent to mention here that the industry has not submitted any reason regarding less generation of hazardous waste of category 35.3 (1238 kg against authorization qty of 6000 Kg), moreover, the industry has not yet made any agreement with TSDF, Nimbuaa for lifting of hazardous waste of category 35.3………… Keeping in view of above and recommendations of RO, if approved, the validity of authorization may be further extended upto 31.03.2026 with following special conditions: - 1. The industry shall make an agreement with TSDF Nimbua for Category 35.3, within 01 month and shall submit to the Board……………….. 2. The industry shall apply for varied authorization under HOWM Rules, 2016 after 31.03.2026 based on actual maximum generation of hazardous waste…………….. 3. The industry shall get registered on National Hazardous Waste Tracking System (NHWTS) portal, within 07 days.…………………… 4. The industry shall comply with the provisions of HOWM Rules, 2016 at all times…………… 5. The industry shall provide dedicated room for storage of hazardous waste with lock & key arrangement and shall provide danger sign board outside the room………………………. 6. The industry shall maintain category wise proper record of hazardous waste generation & its disposal on daily basis……………………………... 7. The industry shall maintain record of hazardous and other wastes on monthly basis in Form 3……………………………. 8. The industry shall file an annual return in Form 4 to the Board on or before the 30th day of June following the financial year to which that return relates………………. 9. The industry shall provide Environmental data board outside the main gate of premises, …………………. 10.
