The HCF has earlier obtained fresh consents to operate under the Water Act, 1974 and Air Act, 1981 for operating HCF having bedded capacity of 50 beds vide no. CTOW/Fresh/FDK/2025/27344351
and CTOA/Fresh/FDK/2025/27650323 dated 28.07.2025 with validity upto 31.03.2028. The HCF has also obtained the authorization under the Bio-Medical Management Rules, 2016 vide no. BMW/fresh/FDK/2025/29162655 dated 28.07.2025 valid upto 31.03.2030 for bed capacity of 50 beds,……………….Now HCF applied for obtaining consents to operate under the Water Act, 1974 and Air Act, 1981 and fresh authorization under the Bio-Medical Management Rules, 2016 for bed capacity of 100 beds along with a copy of agreement with a common facility CBMWTF, M/s Medwaste Solutions Pvt Lts, VPO Bidowali, District Muktsar, for lifting of BMW generation for 100 beds. ........................ . HCF has done agreement with CBMWTF which is valid from 08.10.2025 for three years........ • The HCF submitted the approved layout/Building Plan for hospital ( dated 27.09.2024) digitally Signed……….. As per the approved plan the FAR is 1156 SQM which is less than20,000 SQM as such the unit is not covered under EIA notification 2006….• The PP has submitted copy of building permit vide no. B.A. No. PB/FDK/KOTKA/227661 dated 27.09.2024 regarding grant of sanction to erect/re-erect/add to/alteration of Nursing Home / Hospital Building Building having Plot Size 19739.25 . Plot/Site No. Ward no. 19 situated in/at Jaitu Road Near Jaitu Chungi Chowk, Kotkapura to the HCF…..…. • The HCF submitted the authority letter cum self declaration in the name of Proprietor Dr Ravi bansal. • The HCF submitted undertaking mentioning as under: It is submitted that we are running 50 bed hospital. We have already installed ETP-cum-STP of capacity 20 KLD in the hospital and average indoor patient admitted 30-35 during the grant of previous permissions. However, actual discharge of domestic / hospital effluent was 6-7 KLD which never exceeded 10 KLD. The effluent after treatment is discharged into sewer line leading to MC STP.
Now we have expanded the bed capacity from 50 to 100 beds and ETP-cum- STP has been upgraded from 20 KLD to 30 KLD, which is sufficient for 100 beds. We have taken permission from MC for disposal of treated effluent into sewer.
In case, effluent increases we will upgrade ETP further if required.
The HCF has already deposited CTO Air Fees 26000/- vide UTR no N366243482641155 dated 31.12.2024 and CTO Water fees Rs 26000/- vide UTR no N366243482625521 which was adequate for 3 years i.e. 31.03.2028 the HCF has now deposited Rs. 26000/- each vide no. 798302151 & 392066964 dated 26.11.2025.......................... fees is adequate upto 31.3.2028
• The HCF has deposited Rs 15,000/- vide UTR no. 865815221 dated 31.10.2025 and Rs 3000/- vide UTR No. 379479527 dated for BMW authorization which is adequate for 3 years i.e. 31.03.2028. ....................
The hospital was visited by undersigned of the Board on 27.11.2025 and it was observed as under: – • The HCF has bed capacity of the hospital is 100 nos. with present occupancy has 18 beds…. • The hospital is generating bio medical waste of categories Yellow, Blue, White (Translucent), Red of the Bio Medical Waste (Management) Rules, 2016. • The hospital is segregating Bio-Medical Waste being generated by it category wise at the point of their generation. • The hospital has provided color coded containers at all Bio-medical waste generation points. • The hospital has provided shredders/ cutters for shredding of used needles and same were found in working condition. • Non-Polychlorinated bags, were used at all Bio Medical waste generation points & bar code stickers are pasted on these bags before lifting them off to the CBMWTF. • The HCF has installed DG set of 62.5 Kva with canopy and adequate stack height • The hospital has stored glass (broken / unbroken) in a cardboard box with blue color marking on it. • The hospital has provided Final storage room for storage of bio medical waste, which is safe, Labelled, pucca and with lock & key arrangement systems. • The hospital has maintained the record of Bio-Medical Waste Category wise in Annotated form, being lifted by the CBMWTF. • The hospital is not mixing its BMW with the municipal solid waste. • The HCF lies in Jurisdiction of Municipal Council Kotkapura • The HCF has installed ETP cum STP of capacity 30 KLD, having components bar Screen< Oil and Grease separation Chamber < equalization cum storage Sump < MBBR reactor tank1 & 2 < Secondary Tube settler < Filter Feed < Pressure Sand Filter < Activated carbon Filter…… which was operational during visit, however at the time of visit there was no flow at outlet as pre- filteration tank was empty however aeration was in operation……….The Treated effluent from ETP was being discharged into MC sewer which is further connected to Terminal STP of MC Kotkapura. .................... • The hospital is complying with conditions of authorization granted to it under the Bio-Medical Waste Management Rules, 2016 and the provisions of the Water Act, 1974 and Air Act, 1981. ........... Keeping in view of above, May if approved, it is recommended that
1……..Authorisation may be granted to the HCF under BMW Rules,2016 for 100 beds capacity for a period up to 31.03.2028.
