Kindly peruse the report of AEE……….
• It is submitted that the HCF has earlier obtained authorization under the Bio-Medical Management Rules, 2016 vide no. BMW/fresh/FDK/2025/29162655 dated 28.07.2025 valid upto 31.03.2030 for bed capacity of 50 beds………………
• The HCF has now increased the bed capacity from 50 beds to 100 and has applied for revised authorization for 100 beds………………
• The HCF has revised the agreement with common facility i.e M/s Medwaste Solutions Pvt Lts, VPO Bidowali, District Muktsar, for lifting of BMW generation for 100 beds. ........................ .
• The site of HCF falls within MC limits of MC Kotkapura and HCF has submitted the approved layout/Building Plan for hospital (dated 27.09.2024) digitally Signed by EO Kotkapura……………
• As per the approved plan, the FAR is 1156 SQM which is less than 20,000 SQM, as such the unit is not covered under EIA notification 2006…………
• The PP has submitted copy of building permit vide no. B.A. No. PB/FDK/KOTKA/227661 dated 27.09.2024 regarding grant of sanction to erect/re-erect/add to/alteration of Nursing Home / Hospital Building having Plot Size 19739.25 . Plot/Site No. Ward no. 19 situated in/at Jaitu Road Near Jaitu Chungi Chowk, Kotkapura to the HCF…..…….
• The HCF submitted the authority letter cum self-declaration in the name of Proprietor Dr Ravi Bansal. ………………
• The HCF submitted undertaking regarding upgradation of ETP-cum-STP from 20 KLD to 30 KLD. The HCF has further submitted that in case, effluent increases, we will upgrade ETP further if required……………………………..
• The HCF has deposited Rs 15,000/- vide UTR no. 865815221 dated 31.10.2025 and Rs 3000/- vide UTR No. 379479527 dated for BMW authorization which is adequate for 3 years i.e. 31.03.2028…………
• The hospital was visited by AEE of RO FDK on 27.11.2025 and it was observed as under: –
1. The HCF has bed capacity of 100 nos. with present occupancy has 18 beds….
2. The hospital is generating bio medical waste of categories Yellow, Blue, White (Translucent), Red of the Bio Medical Waste (Management) Rules, 2016……………..
3. The hospital is segregating Bio-Medical Waste being generated by it category wise at the point of their generation…………………….
4. The hospital has provided color coded containers at all Bio-medical waste generation points…………………
5. The hospital has provided shredders/ cutters for shredding of used needles and same were found in working condition……………….
6. Non-Polychlorinated bags were used at all Bio Medical waste generation points & bar code stickers are pasted on these bags before lifting them off to the CBMWTF………………
7. The HCF has installed DG set of 62.5 Kva with canopy and adequate stack height ………………..
8. The hospital has stored glass (broken / unbroken) in a cardboard box with blue color marking on it…………………
9. The hospital has provided Final storage room for storage of bio medical waste, which is safe, Labelled, pucca and with lock & key arrangement systems. ……………
10. The hospital has maintained the record of Bio-Medical Waste Category wise in Annotated form, being lifted by the CBMWTF. ……………….
11. The hospital is not mixing its BMW with the municipal solid waste………………
12. The HCF has installed ETP cum STP of capacity 30 KLD, having components bar Screen< Oil and Grease separation Chamber < equalization cum storage Sump < MBBR reactor tank1 & 2 < Secondary Tube settler < Filter Feed < Pressure Sand Filter < Activated carbon Filter…… which was operational during visit, however at the time of visit there was no flow at outlet as pre- filteration tank was empty however aeration was in operation……….The Treated effluent from ETP was being discharged into MC sewer which is further connected to Terminal STP of MC Kotkapura. ....................
• RO has reported that the hospital is complying with conditions of authorization granted to it and has recommended for grant of authorization for 100 beds up to 31.03.2028.
Keeping in view of above and recommendations of RO, if approved, the HCF may be granted authorization under the BMW Rules, 2016 for 100 beds upto 31.03.2028 with following special conditions:-
1. The occupier of HCF shall discharge his / her duties in true letter & spirit as mentioned in section 4 of the Bio Medical Waste Management Rules, 2016…………
2. The HCF shall comply with the provisions of Bio-Medical Waste Management Rules, 2016 and its subsequent amendments at all times…….
3. The HCF shall ensure proper segregation and regular lifting of the bio-medical waste as per Bio-Medical Waste Management Rules, 2016…………………
4. The HCF shall operate the ETP-cum-STP regularly & scientifically so as to achieve the prescribed standards……………
5. The HCF shall provide separate water meter and energy meter for ETP-cum-STP and shall maintain its record on daily basis………………..
6. The HCF shall install water meter at fresh water supply and maintain its record on daily basis……………
7. The HCF shall obtain permission from the Punjab Water Regulation and Development Authority (PWRDA) for abstraction of ground water and shall comply with the guidelines prescribed by it………..
8. The HCF shall constitute a Bio Medical Waste Management Committee to ensure compliance of Bio-Medical Waste Management Rules, 2016 and shall maintain record of proceedings of the meetings conducted by such committee………………..
9. The HCF shall maintain record of training imparted to all the health care workers and others, involved in handling of bio medical waste………
10. The HCF shall maintain record regarding immunization of all the healthcare workers and others, involved in handling of bio-medical waste………………
11. The HCF shall ensure pre-treatment of lab & highly infectious bio-medical waste through equipment like autoclave or microwave…….
