HWM/renew/LDH3/2025/28803054 dated 14.07.2025 valid upto 31.12.2025 for hazardous waste category Cat.5.1(Spent Oil)@05Kl/annum, Cat. 15.2 (Discarded asbestos) @ 150 TPA, Cat.33.1(Empty barrels)@12000N/annum, Cat. 33.2 (Cotton Rags)@ 2TPA and Cat.35.3(Chemical Sludge)@375TPA Now the industry has applied for renewal of authorization under the Hazardous Wastes (Management,Handling & Tran boundary Movement) Rules, 2016 for Cat.5.1(Spent Oil)@05Kl/annum, Cat. 15.2 (Discarded asbestos) @ 150 TPA, Cat.33.1 (Empty barrels)@12000N/annum, Cat. 33.2 (Cotton Rags)@ 2TPA and Cat.35.3(Chemical Sludge)@375TPA. The details of the case are as under: 1. The industry has made agreement for lifting of HW Category 5.1 (Spent Oil) with M/s Varun Lubricants. The industry has lifted 210 liter of HWCategory5.1 (Spent Oil) vide manifest no. 859 dated 22-03-2025 to the authorized agency. 2. The industry has made agreement for lifting of HW Category 15.2 (Discarded asbestos) with M/s Nimbua Greenfield (Punjab) Association vide membership no. 001. The industry has lifted 13250 Kg of HW Category 15.2 (Discarded asbestos) videmanifestno.43163 dated13-04-2025totheauthorizedagency. 3. The industry has made agreement for lifting of HW Category 33.1 (Spent Oil) with M/s G.N. Enterprises, Plot No. 32-33, Preet Nagar, Jamalpur Awana, Ludhiana. The industry has lifted 145 drums of HW Category 33.1 (Spent Oil) vide manifest no. 0181 dated 07-05-2025 to the authorized agency. 4. The industry has made agreement for lifting of HW Cat.33.2 (Cotton Rags) with M/s Nimbua Greenfield (Punjab) Association vide membership no. 001. The industry has lifted 140 Kg of HW Category 33.2 (Cotton Rags) vide manifesto no. 53813 dated 22-02-2025 to the authorized agency. 5. The industry has made agreement for lifting of HW Category 35.3 (Chemical Sludge) with M/s Nimbua Greenfield (Punjab)Associationvidemembershipno. 01. The industry has lifted 15110Kg of HW Category 35.3 (ChemicalSludge) vide manifest no. 53814 dated 22-02-2025 to the authorized agency. The industry was visited by undersigned on 21.11.2025 and it was observed as under: 1) The industry was in operation. 2) The industry has provided hazardous waste storage room of sizes 14'X11'X8' for HW Cat5.1, 15'X28'X8' for HW Cat 15.2,23'X15'X8' for HW cat, 16'X5'X8'& 15'X5'X 8' & 20'X 27'X 8' for HW cat 35.3 and 10'X 7'X8' for HWcat 33.2, which is impervious and covered from the top. 3) The industry has stored for 241 liters of Cat.5.1 (Spent Oil), 00 kg of Cat., 15.2 (Discarded asbestos) , 144 no. of Cat.33.1(Empty barrels), 66 Kg of Cat. (CottonRags) & 2.929 Tons of Cat.35.3 (Chemical Sludge). 4) The industry has installed danger sign board on the walls of all the storage rooms & installed environmental data board at the main entrance of the industry. 5) The industry has properly maintained the proper record of generation, lifting and storage of all the applicable categories. 6) The industry is complying with the Hazardous Wastes (Management, Handling & Trans boundary Movement) Rules, 2016. It is also submitted that, the Department of Science, Technology & Environment, Government of Punjab, had issued directions under Section 5 of the EPA Act, 1986 on 10.10.2019 prohibiting discharge of industrial effluent—treated, partially treated or untreated—into the municipal sewer of Ludhiana. Pursuant to these directions, the Punjab Pollution Control Board (PPCB) directed all dyeing units (except garment washing and service stations) to stop discharging effluent into the municipal sewer by 31.03.2023, and vide letter no. 25440 dated 02.12.2022. Further the Government of Punjab later extended the timeline to 30.06.2024 vide order no. 111 dated 12.03.2024. Further, the Government did not extend the timeline beyond 30.06.2024 and the industry remained non-compliant, directions under Section 33-A of the Water Act, 1974 Recommendation: The industry had already submitted application for Consent to Operate under the Water (Prevention & Control of Pollution) Act, 1974 which is also pending with the Board. Keeping in view of the above, it is recommended that authorization under the Hazardous Wastes (Management, Handling & Tran boundary Movement) Rules, 2016 may be decided with the Consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 submitted by the industry.
