The industry is a small scale green category unit, which was granted authorization under the Hazardous & Other Wastes (Management & Transboundary Movement) Rules, 2016, issued vide no. HWM/Fresh/LDH2/2024/26146613 dated 22/07/2024 valid upto 21/07/2029 for generation of hazardous waste of Category no. 5.1 (Used Oil) @ 0.02 KL/Annum.
Now, the industry has applied for obtaining fresh authorization under Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016 for generation, collection, storage & disposal of hazardous waste Category no. 5.1 @ 0.02 KL/Annum, Category no. 5.2 @ 0.100 T/Annum and Category no. 33.1 @ 180 No.s/Annum alongwith requisite documents through OCMMS.
Further, the industry has entered into an agreement with M/s Surya Chemicals, Zirakpur, Mohali for shifting of its hazardous waste on 30.06.2025 for hazardous waste category no. 33.1 and with TSDF Nimbuan for shifting of its hazardous waste on 18.09.2025 for hazardous waste category no. 5.2. It is also entered into an agreement with M/s B.N. Concast Pvt. Ltd., Panchkula, Haryana for shifting of its hazardous waste on 01.01.2024 for hazardous waste category no. 5.1.
The industry was visited by the undersigned on 28.11.2025 and it was observed as under:
1. The industry was in operation during visit and engaged in manufacturing of ASSEMBLY OF BICYCLE PARTS & ACCESSORIES, BICYCLES, BABY CARRIAGES & KIDS TRICYCLES.
2. The industry has installed spin riveting machine, vertical axial pneumatic press, screw tighteners, bearing filling machine, bearing greasing machine, drilling machine, graphics installation and packing section etc.
3. The industry has provided room of size 12’x15’x6’4” for storage of its hazardous waste of category 33.1, 5.2 & 5.1.
4. The industry has provided lock and key facility to its hazardous waste room.
5. The industry has installed 1 no. DG set of capacity 62.5 KVA equipped with canopy and adequate stack height.
6. The industry has provided environmental data board at the main gate of the industry.
7. Category no. 33.1 (Empty barrels/containers /liners contaminated with hazardous chemicals /wastes)
It has signed an agreement with M/s Surya Chemicals, Zirakpur, Mohali for lifting of hazardous waste of category 33.1. Lastly, it has lifted hazardous waste @ 04 numbers on 09.10.2025 and its current storage is NIL.
Category no. 5.2 (Wastes or residues containing oil)
It has signed an agreement with TSDF Nimbuan for lifting of hazardous waste of category 5.2. It has lifted hazardous waste to TSDF till date and its current storage is 15 Kgs.
Category no. 5.1 (Used or spent oil)
It has signed an agreement with M/s B.N. Concast Pvt. Ltd., Panchkula, Haryana for lifting of hazardous waste of category 5.1. Lastly, it has lifted hazardous waste @ 03 ltrs on 22.09.2025 and its current storage is NIL as service of DG set is pending.
The competency to decide the case is Senior Environmental Engineer as per the policy of Board dated 30/04/2013.
In view of the above, may if approved, it is recommended that authorization for collection, storage & disposal of hazardous wastes for waste Category no. 5.1 @ 0.02 KL/Annum, Category no. 5.2 @ 0.100 T/Annum and Category no. 33.1 @ 180 No.s/Annum under Hazardous & Other Wastes (Management Transboundary Movement) Rules, 2016, may be granted to the industry upto 31/12/2030 with suitable conditions.
