File Note: It is intimated the HCF was earlier granted authorization under Bio Medical Waste (Management & Handling) Rules, 2016 vide no. BMW/Fresh/TRT/2025/27626490 dated 16.01.2025, which was valid upto 30.09.2025 for 50 beds. Now, the HCF has applied for fresh of authorization under the said act for 80 beds. The application of authorization applied by the HCF was scrutinized and it was found that the HCF has submitted all the required documents. The HCF is having 80 beds as per self-declaration submitted by the HCF. The HCF has also deposited authorization fee amounting Rs. 5000/- vide UTR no. HDFCN52025093000228794 dated 30.09.2025, which is valid upto 30.09.2026 as per the new BMW fee structure dated 06.01.2023. The HCF has also submitted MOU signed with M/s Amritsar Envirocare Systems Pvt. Ltd., Village Ibban Kalan, Chabhal Road, Amritsar, which is valid up to 31.10.2026. The HCF has also submitted manifest record The Bio-Medical Waste is being lifted by CBWTF and the HCF has maintained the record of the same as the HCF has submitted the manifest slips record alongwith the application. As per the record, it is clear that the HCF is regularly lifting its Bio-Medical waste to CBWTF. The site of the HCF was visited by the officer of this office on 28.11.2025 and it was observed as under: 1. The HCF is an 80 bedded Govt. hospital. 2. The HCF has provided colour coded bins with bags at every Bio-Medical Waste generation point. The segregation was found proper as per the norms. 3. The HCF has also installed needle shredders with puncture proof containers, which are lifted to the CBWTF. 4. The HCF has also constructed final collection point for the storage of the entire Bio-Medical Waste of the Hospital with lock and key. 5. The entire Bio-Medical Waste is lifted by CBWTF and the HCF has maintained the record of the same. The HCF has maintained the manifest slips record. As per the record, it shows that the HCF is regularly lifting its Bio-Medical Waste to facility. 6. The HCF has installed ETP-cum-STP for the combined treatment of the chemical liquid waste and domestic liquid waste. The entire treated effluent is discharged onto land for plantation. The HCF is complying with the provision of Bio Medical Waste (Management & Handling) Rules, 2016. Keeping in view of the above, it is recommended that the authorization under Bio Medical Waste (Management & Handling) Rules, 2016 may be granted up to 30.09.2026 with special conditions as follows: 1. The HCF shall ensure to comply with the effluent standards as notified by the Ministry of Environment, Forest and Climate Change under Bio-Medical Waste (Management & Handling) Rules, 2016 as amended up to date and subsequent amendments if any. 2. The HCF shall renew its Agreement with Common Bio Medical Treatment Facility immediately before its expiry. 3. The HCF will apply for fresh Consent to Operate Water Act, 1974 and Air Act, 1981 immediately. Competency: Senior Environmental Engineer
