File Note: It is submitted that the industry has been ‘Consent to Operate’ under the Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Fresh/SAS/2024/27015239 dated 29/11/2024 and under the Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Fresh/SAS/2024/27014831 dated 28/11/2024, both having valid upto 30/09/2025. Further, the industry was granted ‘Consent to Operate’ under the Water (Prevention & Control of Pollution) Act, 1974 vide no 30223215dated 28.10.2025and Air (Prevention & Control of Pollution) Act, 1981 vide no 30217760 dated 28.10.2025 both having validity upto 31.03.2030. Now, the industry has applied for obtaining fresh authorization under Hazardous & Other Wastes (Management & Transboundary Movement) Rules, 2016 as under: • Category- 5.1-Used or spent oil @ 0.200 KL/Annum. • Category- 5.2- Wastes or residues containing oil @ 8.400 T/Annum. • Category- 5.3- Waste cutting oils @ 0.374 T/Annum. • Category- 21.1- Process wastes, residues and sludges @ 0.374 T/Annum. • Category- 33.1- Empty barrels/containers /liners contaminated with hazardous chemicals /wastes@ 100 Number/ Annum. Visit: The industry was visited by the undersigned on 29.10.2025 for ‘Consent to Operate’ applications and during visit, it was observed as under: 1. The industry was in operation and engaged in manufacturing Tractor Parts/Railway Parts @ 1300 No./Day. 2. The industry has carried out plantation along its boundary wall as well as inside its premises as green areas. The industry is also using treated wastewater for plantation purposes within premises. 3. The industry has now provided filters in its paint booth for collection of painting residue. The industry has also executed an agreement dated 08.11.2024 with TSDF for lifting of hazardous waste. During visit, the paint booth was not in operation. The representative informed that the paint booth is used rarely. 4. The industry has done agreements with TSDF Nimbua and BN concast for lifting of hazardous waste of generating in term of cutting oil and paint sludge. During the visit, the cutting oil is being stored in HDPE drums. 5. The industry has provided hazardous waste storage room but no danger/caution sign was placed at entrance. The representative was advised to maintain the hazardous waste storage room as per rules. 6. The industry has done agreements with following for disposal of hazardous waste of the industry as under: Sr. no. Category of waste Disposal agreement details 1. 5.1 Agreement dated 03.06.2025 made with M/s Aggarwal MFG CO. 2. 5.2 Agreement is executed with TSDF Nimbua dated 17.12.2024. 3. 5.3 Agreement is executed with TSDF Nimbua dated 14.04.2025. 3. 21.1 Agreement is executed with TSDF Nimbua dated 14.04.2025. 7. 33.1 Agreement dated 17.05.2025 made with M/s Surya Chemical. 4. The industry is complying with the provisions of the Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016. Recommendations: In view of above, if may approved, the industry may be granted authorization under the Hazardous & Other Wastes (Management & Transboundary movement) Rules, 2016 for generation, collection, storage & disposal of hazardous of Category- 5.1-Used or spent oil @ 0.200 KL/Annum, Category- 5.2- Wastes or residues containing oil @ 8.400 T/Annum. Category- 5.3- Waste cutting oils @ 0.374 T/Annum, Category- 21.1- Process wastes, residues and sludges @ 0.374 T/Annum, Category- 33.1- Empty barrels/containers /liners contaminated with hazardous chemicals /wastes@ 100 Number/ Annum, upto validity of ‘Consent to Operate’ i.e. 31.03.2030, with usual conditions as per the policy of the Board and the following additional condition: 1. The industry shall comply with the provisions of Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016, at all times. 2. The industry will maintain the hazardous waste storage room as per the provisions of the Hazardous & Other Wastes (Management & Transboundary Movement) Rules, 2016. 3. The Industry shall register itself on NWHTS within 15 days and report the same to Regional Office. 4. The industry shall not generate any other category of hazardous waste in its premise, except the hazardous wastes mentioned in this authorization. 5. The industry shall submit record of manifests of lifting of hazardous waste in form 10, as per the provisions of Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016. 6. The industry shall not dispose any of the hazardous waste through any un-authorized/legal mode, at any point of time. *Competency- Senior Environmental Engineer, (Orange, Medium)
