Subject: Application for obtaining authorization granted under Bio- Medical Waste (Management& Handling) Rules, 2016 - M/s Good Health Clinic, # 223, Sector 22B, B.O.I. Road, Street No.1, Inder Lok, Mandi Gobindgarh.
Reference: HCF’s online application ID no. 30457475 dated 21/11/2025.
It is submitted that the HCF was granted authorization under the Bio-Medical Waste Management Rules, 2016 vide no. BMW/Fresh/FGS/2025/27525518 dated 20/02/2025 valid up to 31/03/2025 for 04 bedded capacities.
Now, the HCF has applied for 4 beds under the Bio-Medical Waste Management Rules, 2016, with the requisite documents.
As per the office record file the HCF has already deposited authorization fee Rs 5000/- vide UTR no. SBIN223319944691 dated 15.11.2023 under the Bio-Medical Rules, 2016 which is adequate up to 14/11/2028 as required vide Deptt. Of Science Technology and Environment, Govt. of Punjab notification no. 485954 dated 06.01.2023.
The HCF had already entered into an agreement with by M/s Rainbow Environments Pvt. Ltd, Mohali for collection, transportation, treatment and disposal of bio-medical waste generated by it on 22/03/2023 valid up to 21/03/2026.
It is pertinent to mention here that as per latest Board's Office Order no. EPA/2018/No. 04 dated 10/4/2018, the authorization (fresh/renewal) under the Bio-Medical Waste Management Rules, 2016 applied by the healthcare facilities up to 10 beds/ dental chairs will be granted by the concerned Regional Office within 7 days of receipt of complete application without making inspection of those health care facilities. However, the concerned Regional Office shall ensure that no action is pending against the concerned health care facility for violation of the Bio-Medical Waste Management Rules, 2016, Water (Prevention & Control of Pollution) Act, 1974, Air (Prevention & Control of Pollution) Act, 1981 Environment (Protection) Act, 1986 and various rules made there-under.
In this regard, it is submitted that as per record file of this office, no violations are pending against the HCF under the Bio-Medical Waste Management Rules, 2016, Water (Prevention & Control of Pollution) Act, 1974, Air (Prevention & Control of Pollution) Act, 1981 Environment (Protection) Act, 1986.
It is intimated that Board has issued Board’s order no. 379 dated 21/10/2023, has decided that the HCF up to 30 beds which are discharging there liquid waste into public sewer and operating within MC limits of towns, where terminal sewage treatment plant have been installed, shall be granted consents/ authorization by Punjab Pollution Control Board without installation of individual ETPs, as an interim arrangements/ measures, subject to condition that the HCF shall ensure to comply with the effluent standards as notified by Ministry of Environment, Forest and Climate Change (MoEF&CC) under Bio- medical Waste Management Rules, 2016, amended up to date and subsequent amendments if any.
In the subject cited case, the HCF has not installed any ETP, however, the HCF falls within the MC limit and connected to terminal STP of Mandi Gobindgarh.
Keeping in view of above mentioned facts, if approved, the authorization may be granted up to 14.11.2028 with the usual conditions and the following specific conditions that:
1) The HCF shall obtain the consent to operate of the Board under the Water (Prevention& Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981.
2) That the Hospital/ Clinical Lab/ Nursing Home will comply with the Bio- Medical Waste Management Rules, 2016.
3) That the HCF will apply for fresh authorization if it increases its bed capacity or dental chairs.
4) The concentration of sodium hypochlorite for chemical treatment shall be 10%.
5) The HCF shall achieve following standards before Pre-discharge of liquid waste into sewer, if it is connected with sewer without terminal STP or not connected with public sewer: PARAMETERS PERMISSIBLE LIMITS Ph 6.5-9.0 Suspended solids 100 mg/l Oil and grease 10 mg/l BOD30 mg/l COD
250mg/l Bio-assay test 90% survival of fish after 96 hours in 100% Effluent.
6) The HCF shall achieve general standard as notified in E(P) Act,1986, if it is connected with sewer with terminal STP.
