File Note: It is submitted that the project proponent was granted authorization under the Bio-Medical Waste Management Rules, 2016 vide no. BMW/Fresh/SAS/2025/27563656 dated 10.01.2025, valid till 31.12.2025 for 20 no. beds with certain conditions. Now, the project proponent has applied fresh authorization under Bio-Medical Waste Management Rules, 2016 for 30 no. beds along with requisite documents. The project proponent has deposited Rs. 10,000/- vide no. 713712325 dated 01.12.2025, which is valid till 30.11.2030. The HCF has executed an agreement with the common Bio Medical Waste treatment facility namely M/s Rainbow Environments Village Balyali, Tehsil Kharar, Distt. Mohali for lifting and treatment of Bio Medical waste generated from the Hospital on 30.10.2025 and the same is valid upto 29.10.2028 for 30 no. of bed. The project proponent has submitted copy of manifests. The project proponent has submitted location plan. The project proponent has submitted compliance report of the previous authorization obtained by it. The HCF was visited by undersigned on 01.12.2025 and during visit it was observed as under: 1. The HCF was in operation and having 30 no. beds, 3 no. OPD, 1 no. OT and 1 no ICU. 2. The domestic wastewater generated from the hospital is being disposed off into MC sewer. 3. The trade effluent generated from the HCF is treated with hypochlorite solution before disposing into MC sewer 4. The project proponent has installed 1 no. DG set of 125 KVA with canopy and adequate stack height. 5. The project proponent has provided bio medial waste storage room with lock and key facility. 6. The project proponent is properly segregating the bio medical waste. In view of above, it is recommended that the authorization under the Bio-Medical Waste Management Rules, 2016 may be granted till 30.11.2030 with special conditions. 1. This BMW authorization is valid for 30 beds only. The HCF will apply for fresh authorization if it increased its bed capacity. 2. The HCF will renew its agreement with the CBWTF for lifting of its BMW before expiry of the same and intimate to the Board. 3. The authorization is valid for category and quantity of bio medical waste as mentioned in the certificate. If in case the HCF starts generating bio medical waste more than authorized quantity for any category it shall obtain fresh authorization from the Board. 4. The HCF will submit Annual Report on Bio-Medical Waste Management in Form-IV by 30th June every year. 5. The HCF will maintain proper record of generation and lifting of bio-medical waste. 6. There is no claim of continuation of HCF in present premises on the basis of this authorization. The HCF has to comply with the zoning regulation of master plan & to be shifted from the site as and when asked by the Govt./PPCB/ or any concerned Govt. agency. 7. The HCF will apply for consents of the Board under Water (Prevention & Control of Pollution) Act, 1974 as amended in 1988 and under Air (Prevention & Control of Pollution) Act, 1981 as amended in 1987. 8. The HCF shall got lifted/handed over its Bio-Medical Waste generated to the Common Bio-Medical Waste Treatment Facility on daily basis. 9. The HCF shall obtain other statutory approvals required from other departments, if any. Submitted, please. *Competency – Environmental Engineer
