File Note: It is submitted that the HCF was earlier granted authorization under Bio-Medical Waste (Management & Handling) Rules, 1998 vide no. 25919526 dated 28/06/2024, having validity upto 07.03.2025 for handling of the bio-medical waste generated from HCF, with certain conditions as mentioned therein. Now, the HCF has applied for renewal authorization under the Bio-Medical Waste Management Rules, 2016 for 30 no. of beds, along with the requisite documents. The HCF has submitted the following documents along with the application: 1. Location Plan/Site Plan. 2. Copy of agreement with CBWTF. 3. Self-declaration regarding ownership, bed capacity and liquid waste treatment. 4. Copy of Manifests of lifting of waste by CBWTF operators. The HCF has deposited Rs. 2,000/- vide UTR. no. 859209674 dated 11.07.2025, which is adequate for one year. The industry has executed an agreement with the common Bio Medical Waste treatment facility namely M/s Rainbow Environments Village Balyali, Tehsil Kharar, Distt. Mohali for lifting and treatment of Bio Medical waste generated from the Hospital and the same is valid upto 31.07.2026 for 30 no. of beds. The HCF was visited by the undersigned on 03.12.2025 and it was observed as under: 1. The HCF is a CHC and has installed 30 beds for in-patients. 2. The HCF has provided proper bins with colour coded bags for segregation of bio-medical waste at source. 3. The HCF is maintaining the record of bio-medical waste being lifted by the CBWTF operator. 4. The HCF has provision of minor OT/ Clinical laboratory within its premises and treating the liquid waste with 1-2 % hypochlorite solution. 5. The HCF is complying with the provisions of the Bio-Medical Waste Rules, 2016. Keeping in view of above, if approved, the HCF may be granted authorization under the Bio-Medical Waste Management Rules, 2016 till 07.03.2026, subject to suitable conditions and the following additional conditions that:- (1) This BMW authorization is valid for 30 beds only. The HCF will apply for fresh authorization if the bedded capacity of the institution is increased at any stage. (2) The HCF will renew its agreement with the CBWTF for lifting of its BMW before expiry of the same and intimate to the Board. (3) The HCF will use 1-2% sodium hypo-chlorite solution for disinfection of liquid waste generated in the HCF and keep the record of the consumption of the Sodium hypochlorite solution. The HCF shall install ETP for the treatment of liquid waste generated within its premises during this period. (4) The HCF will submit Annual Report on Bio-Medical Waste Management in Form-IV by 30th June every year. (5) The HCF will maintain proper record of generation and lifting of bio-medical waste. (6) There is no claim of continuation of HCF in present premises on the basis of this authorization. The HCF has to comply with the zoning regulation of master plan & to be shifted from the site as and when asked by the Govt./PPCB/ or any concerned Govt. agency. (7) The HCF will apply for consents of the Board under Water (Prevention & Control of Pollution) Act, 1974 as amended in 1988 and under Air (Prevention & Control of Pollution) Act, 1981 as amended in 1987. (8) The HCF shall got lifted/handed over its Bio-Medical Waste generated to the Common Bio-Medical Waste Treatment Facility on daily basis. (9) The HCF shall obtain other statutory approvals required from other departments, if any. Competency- Environmental Engineer, RO
