Subject: Application for One Time Authorization to the trader for import of Other Waste as for Part-D on behalf of actual user under Rule 13 of Hazardous & other waste (Management and Transboundary Movement) Rules, 2016- M/s Sidham Overseas, Godown no. 6, Opposite 66 KV Grid, Amloh Road, Village Kumbh, Mandi Gobindgarh, Fatehgarh Sahib.
It is submitted that earlier, the subject cited godown was granted One Time Authorization to the trader for import of Scrap/other waste material @ 37,500 MT as specified in Part D of Schedule – III of Hazardous & Other Wastes (Management & Trans boundary Movement) Rules, 2016, on behalf of actual user vide no. PPCB/HWM/2025/27641805 dated 02.01.2025, which is valid up to 30.11.2025 subject to the suitable terms & conditions mentioned therein.
The godown has applied for obtaining one-time authorization for import of Scrap i.e. Aluminum scrap @ 1000 MT, Copper scrap @ 500 MT, Manganese scrap @ 500 MT, Zinc scrap @ 500 MT Iron and Steel Scrap @ 15,000 MT specified in Basel no. B1-Metal of Hazardous & Other Wastes in Part B1010 and Mixed non-ferrous metal, heavy fraction scrap, containing metals other than specified in Part B1050 @ 20,000 MT and not containing constituents mentioned in Schedule II in concentrations sufficient to exhibit Part C characteristics of Hazardous & Other Wastes (Management & Trans boundary Movement) Rules, 2016.
The godown has deposited Rs. 5,000/- vide no.
911445130 dated 04.12.2025 as one-time registration fees as per the revised fee structure decided by the Board. The establishment has submitted following documents:
1. The establishment has sought one-time authorization for the import of scrap @ 37,500 MT.
2. Description of Waste to be imported i.e Aluminum scrap @ 1000 MT, Copper scrap @ 500 MT, Manganese scrap @ 500 MT, Zinc scrap @ 500 MT Iron and Steel Scrap @ 15,000 MT specified in Basel no. B1-Metal of Hazardous & Other Wastes in Part B1010 and Mixed non-ferrous metal, heavy fraction scrap, containing metals other than specified in Part B1050 @ 20,000 MT and not containing constituents mentioned in Schedule II in concentrations sufficient to exhibit Part C characteristics of Hazardous & Other Wastes (Management & Trans boundary Movement) Rules, 2016.
3. The godown as per application form and IEC certificate is situated in , Godown no. 6, Opposite 66 KV Grid, Amloh Road, Village Kumbh, Mandi Gobindgarh, Fatehgarh Sahib, which is located in an industrial zone as per the master plan of Mandi Gobindgarh. Further, the godown has also marked its location on the Master Plan and it has also submitted an undertaking, as per which the site is located in the Industrial Area as per the notified Master Plan of Mandi Gobindgarh. Moreover, the godown is situated outside the M.C. limit.
4. The godown has also submitted an undertaking, wherein, it has mentioned that no burning activity of scrap will be carried out within the premises of the godown.
5. The godown has submitted the copy of rent deed dated 01.10.2025 executed between S. Kulwinder Singh S/o S. Sukhdev Singh R/o House No. 385. Sector 25-A, Dashmesh Colony, Mandi Gobindgarh, Distt. Fatehgarh Sahib and M/s Sidham Overseas through its partner Sh. Rajesh Kumar Sharma S/o Sh. Sudarshan Kumar R/o House No. 913/1, Tagore Nagar, Civil Lines, Ludhiana, Distt. Ludhiana which is valid up to 30.09.2029.
6. GST registration certificate no. 03AENFS0503B1ZP, Import and Exporter code issued by Directorate General of Foreign Trade having IEC no. AENFS0503B.
7. The project Proponent has Submitted List of Actual Users as Under
• Metatech CCR Pvt Ltd, Mandi Gobindgarh
• CS Castings Pvt. Ltd., Mandi Gobindgarh.
• Jogindra Castings, Mandi Gobindgarh.
To verify the contents of the application, the godown was visited by the undersigned on 09.12.2025 and during visit, it was observed as under:
1. The godown was not in operation.
2. No traces w.r.t. burning of scrap was found during visit.
3. The godown has provided septic tanks for the treatment of domestic waste water and is being discharged onto land for plantation.
In view of above-mentioned facts, may, if approved, M/s Sidham Overseas granted one-time authorization for import of scrap listed at sub specified in Part Basel no. 1010 and Mixed non-ferrous metal, heavy fraction scrap, containing metals other than specified in Part B1050 of the Hazardous Waste (Management and Trans boundary Movement) Rules, 2016 up to 30.09.2029 (valid up to rent deed), subject to general conditions mentioned in OCMMS and additional conditions as under:
1. The industry shall not carry out burning of scrap/wires to take out other metals. In case, the godown is found burning of scrap or any other waste, action under the pollution control laws will be taken against the unit and the authorization shall be deemed cancelled and the Board would not be responsible for the cost incurred by the project proponent on the basis of the said authorization.
2. The godown shall not install any slag crushing/noise emitting machinery in its premises.
3. The copy of authorization may be sent to DTP Office, Fatehgarh Sahib with the request to intimate the applicant (project proponent) under intimation to the Punjab Pollution Control Board within 15 days, if the said authority has any objection to the location of the project at proposed site and in case no reply is received from the aforesaid Authority within 15 days, then, it would be presumed that the proposed site is suitable for the project from the point of view of above referred Competent Authority.
4. The godown shall import mixed non-ferrous metal under category B1050 i.e. Mixed non-ferrous metal, heavy fraction scrap, containing metals other than specified in Part B1050 and not containing constituents mentioned in Schedule-II in concentrations sufficient to exhibit Part C Characteristics
