It is submitted that the industry is a small scale orange category unit and was granted consent to operate under the Water Act, 1974 vide no. CTOW/Fresh/BAR/2025/28348893 & under the Air Act vide no. CTOA/Fresh/BAR/2025/28348371 both dated 02.06.2025, valid up to 01.06.2026 for manufacturing of Card Board @ 5 T/day by using Paddy straw, jute Bag & Pulp @ 5 T/day as raw material with certain conditions mentioned therein.
Now, the industry has applied for obtaining fresh authorization under HWM Rules, 2016 for Collection, Storage, Utilization of hazardous waste of category 32.3- Process sludge containing absorbable organic halides (AOX) @ 1825 T/Annum.
The industry has already deposited Rs. 10,000/- vide R. No. 73/5493 dated 11.11.2025 as AUC charges in this office.
The industry has submitted compliance of SoPs, copy of agreement, approved building plan, along with its application form.
To verify the facts, the site of the industry was visited by the officer of this office on 09.12.2025 and it was observed as under:-
1. The industry was in operation during visit. Raw material such as paddy straw, waste jute bags etc were found stored at site. The industry has provided vacant space inside premises for in house drying of paper board. …………….
2. The industry has provided settling tanks as ETP with provision to re-use its effluent in the process. The industry has not provided flow meter on the recirculation pipeline for re-utilization of the effluent back into the process……………….
3. The industry has provided pucca storage floor covered with shed for storage of ETP sludge of paper industries and same is vacant as the industry has not stored any ETP sludge within the premises………….
4. The industry has made an agreement for lifting ETP sludge from M/s Ladhar Paper Mills, Village Ladharan, Tehsil Nakodar, District Jalandhar.
5. The industry has provided septic tank for treatment of the domestic effluent and provision has been made to discharge the same for plantation area along the boundary wall ………..
6. The industry has provided fresh plantation along the boundary wall. ……………….
7. There is no source of air pollution in the industry. ………..
The industry is complying with the provisions of the Water Act, 1974 & Air Act, 1981 as well as SOPs for such type of units as well as the industry is complying with the provisions of the authorization under HWM Rules, 2016.
In view of the above, it is recommended that:-
1. Authorization under the Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016 for Collection, Storage, Transportation and Utilization of ETP sludge i.e. hazardous waste of category 32.3 of schedule - I @ 1825 TPA, may be granted to the industry for a period upto 30.09.2030 with suitable conditions.
2. AUC -cum- passbook for Collection, Storage, Transportation and Utilization of ETP sludge i.e. hazardous waste of category 32.3 of schedule - I @ 1825 TPA, may be granted to the industry for a period upto 30.09.2030 with suitable conditions.
