File Note: It is intimated that earlier, the authorization under Bio- Medical Waste (Management and Handling) Rules, 2016 was granted online reference no. BMW/Fresh/PKT/2024/26064329 dated 22/07/2024, which is valid upto 30/09/2025 for 350 beds through OCMMS under the name & style of M/s Chintpurni Medical College & Institute. It is pertinent to mention here that earlier, the HCF was having built-up area more than 20,000 sq.mts and as per the EIA Notification, 2006, such projects needs to obtain prior Environmental Clearance from the competent authority before starting its construction activity. The HCF was commissioned without obtaining Environmental Clearance under EIA Notification, 2006. The Board had filed Criminal Case against the said HCF cum Medical College under the provisions of the EPA Act, 1986 for violating the provisions of the EIA Notification, 2006 in the court of Hon’ble CJM, Pathankot, which is pending in the Hon’ble Court of law. It is submitted as per the orders of the competent authority of the Board, the area of the HCF in excess to the 20,000 sq.mts was sealed by the officers of the Board during visit on 01/08/2023 and thereafter, the unit was granted consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 and authorization under Bio Medical Waste Rules, 2016 with one of the special condition that the project proponent shall not operate the sealed area without obtaining Environment Clearance and permission of the Board. Now, the HCF has applied for obtaining authorization under Bio Medical Waste Rules, 2016 for 350 beds under the new name & style of The White Medical College And Hospital. The HCF has only changed its name, there is no change in committee/chairmanship/land/building etc. The HCF has done agreement with the Common Bio Medical Waste Facility for 350 beds for treatment and disposal under the new name & style of The White Medical College And Hospital. The HCF was visited by the AEE on 13/10/2025 and it was observed as under:- 1. The HCF is having 350 beds in the premises, approx. 175 were occupied as informed by the representative. 2. The HCF has provided colour coded plastic bins at wards, operation theatre, ICU, and Nursing Stations for segregation of Bio Medical Waste and segregation was found as per Bio Medical Waste Management Rules, 2016. 3. The HCF has provided needle destroyers for shredding of needles. 4. The HCF has provided a final collection point for Bio Medical Waste and no mixing of Bio Medical Waste was found during visit. 5. The HCF is maintaining the record of Bio Medical Waste lifted to CBWTF. 6. The HCF has provided STP for the treatment of the entire effluent generated from the premises. The HCF has also provided adequate plantation area for utilization of treated effluent. 7. The HCF has constituted a Bio Medical Waste Committee and maintaining the record of meetings conducted by it. 8. The HCF is not using the excess area in compliance of special condition imposed during last CTOs. 9. The HCF has provided STP for the treatment of the entire effluent generated from the premises. The HCF has also provided adequate plantation area for utilization of treated effluent. During visit, the effluent sample were collected and as per analysis report, the concentration of pH @ 6.8 mg/l, TSS @ 25 mg/l, TDS @ 511 mg/l, COD @ 64 mg/l & BOD @ 14 mg/l, O & G @ BDL mg/l & Bioassay @ Zero% survival of fish in 100% effluent after 96 hours. As per above results, the parameter Bio-Assay is not confirming the prescribed standards (Agenda Note is also attached herewith). In view of above, it is recommended that authorization under Bio- Medical Waste (Management and Handling) Rules, 2016 may be refused and action u/s 5 of Environment (Protection) Act, 1986 be initiated against the HCF.
