It is submitted that the industry is a small scale red category unit and was granted consent to establish vide no. CTE/Fresh/BAR/2024/27092981 dated 05.11.2024, valid upto 04.11.2025.
The industry has applied for consent to operate under the Water Act, 1974 & under the Air Act, 1981, which have been processed separately through OCMMS and same are under process.
Now, the industry has applied for obtaining fresh authorization under HWM Rules, 2016 for Collection, Storage, Utilization of hazardous waste of category 32.3- Process sludge containing absorbable organic halides (AOX) @ 4800 T/Annum.
The industry has already deposited Rs. 10,000/- vide R. No. 77/5493 dated 28.11.2025 as AUC charges in this office.
The industry has submitted compliance of SoPs, copy of agreement, approved building plan, along with its application form.
To verify the facts, the site of the industry was visited by the officer of this office on 08.12.2025 and it was observed as under:-
1. The industry was in operation during visit. Raw material such as paddy straw, waste jute bags etc were found stored at site. The industry has provided vacant space inside premises for in house drying of paper board. …………….
2. The industry has provided settling tanks as ETP with provision to re-use its effluent in the process.……………….
3. The industry has provided pucca storage floor covered with shed for storage of ETP sludge of paper industries and same is vacant as the industry has not stored any ETP sludge within the premises………….
4. The industry has provided septic tank for treatment of the domestic effluent and provision has been made to discharge the same for plantation area along the boundary wall ………..
5. The industry has provided fresh plantation along the boundary wall. ……………….
6. There is no source of air pollution in the industry. ………..
7. The industry has made an agreement for lifting ETP sludge from M/s Ladhar Paper Mills, Village Ladharan, Tehsil Nakodar, District Jalandhar.
8. The industry has provided an impervious shed of size 20’X20’ for storage of ETP sludge within its premises.
9. The industry is yet start procuring ETP sludge and no ETP sludge was found stored during visit.
From the above, it is evident that the industry is complying with the provisions of the authorization under HWM Rules, 2016 as well as SOPs framed for such type of units.
In view of the above, it is recommended that:-
1. Authorization under the Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016 for Collection, Storage, Transportation and Utilization of ETP sludge i.e. hazardous waste of category 32.3 of schedule - I @ 4800 TPA, may be granted to the industry for a period upto 30.09.2030 with suitable conditions.
2. AUC -cum- passbook for Collection, Storage, Transportation and Utilization of ETP sludge i.e. hazardous waste of category 32.3 of schedule - I @ 4800 TPA, may be granted to the industry for a period upto 30.09.2030 with suitable conditions.
