File Note: Authorization HCF The HCF was previously granted authorization vide no. OCMMS/BMW/2025/007033 dated 21/07/2025 for 10 beds for generation, collection, storage & disposal of Bio medical waste of various categories as per BMW Rules 2016, with validity upto 31/03/2027. Now, the hospital has applied for obtaining authorization under Bio-Medical Waste Management Rules, 2016 for hospital @ 29 beds along with Annexure-I, Manifests issued by CBWTF and Agreement made with CBWTF valid up to 14/11/2028. Detail of the case is as under:- 1. The hospital has deposited Rs. 2000/- vide UTR/Ref. No. 576713630 dated 17/07/2025, Rs. 2000/- vide UTR/Ref. No. 308459145 dated 18/07/2025 and Rs. 3000/- vide UTR/ Ref. no. 586267897 dated 09/12/2025 (total Rs. 7000/-), under Bio-Medical Waste Management Rules, 2016, which is adequate up to 31/12/2027. 2. The hospital has submitted CBWTF agreement with M/s Med Waste Solutions Pvt. Ltd. regarding lifting of bio medical waste of 29 no. beds valid upto 14/11/2028. 3. The hospital has submitted Annexure-I, Manifests issued by CBWTF, Google Location of HCF, sewer certificate etc. The HCF has submitted an undertaking that the entire Bio-Medical Waste is lifted by CBWTF except liquid waste and that is being pretreated with (1-2)% Sodium Hypochlorite Solution and then is finally discharged into sewer. The site of HCF falls within Municipal limits of Zira and is connected to the terminal STP. Now, as per the Board’s notification no. 379 dated 27.10.2023, the HCFs upto 30 bed capacity which are discharging their liquid waste into public sewer and operating within MC limits of towns, where terminal STPs have been installed, shall be granted Consent to Operate under Water Act, 1974 and Air Act, 1981 as well as authorization by PPCB without installation of ETPs, as an interim arrangement, subject to condition that the HCF shall ensure to comply with the effluent standards as notified by the MoEF&CC under Bio-Medical Waste (Management & Handling) Rules, 2016 as amended up to date and subsequent amendments if any. Keeping in view of above, May if approved, the authorization under Bio-Medical Waste Management Rules, 2016 may be granted to the hospital upto 31/12/2027 with suitable terms & conditions along with special conditions that:- 1. The HCF shall ensure to comply with the effluent standards as notified by the Ministry of Environment, Forest and Climate Change under Bio-Medical Waste (Management & Handling) Rules, 2016 as amended up to date and subsequent amendments if any. 2. The HCF shall renew its Agreement with Common Bio Medical Treatment Facility immediately before its expiry. 3. The HCF will apply for fresh authorization under Bio Medical Waste (Management & Handling) Rules, 2016 and varied Consent to Operate Water Act, 1974 and Air Act, 1981, if it becomes a bedded hospital (for non-bedded) or if it increases its bed capacity or dental chairs. 4. This authorization is granted in supersession of the earlier authorization issued to the hospital for 10 beds. Competency: Environmental Engineer
