In this regard, we respectfully submit that Hindustan Petroleum Corporation Limited (HPCL) is a Maharatna Public Sector Enterprise under the Ministry of Petroleum and Natural Gas, Government of India. HPCL places the highest emphasis on environmental compliance and adherence to all applicable statutory provisions.
We wish to assure your good office that HPCL is fully committed to complying with all requirements of the Punjab Pollution Control Board and to addressing all observations raised in the above-mentioned Show Cause Notice in a timely, transparent, and satisfactory manner.
In view of the above, we humbly request your kind consideration of the submissions made herein. Our detailed point-wise reply to the observations mentioned in the Show Cause Notice No. 3709 dated 10.12.2025 is provided below for your perusal and necessary consideration.
1. The project proponent has not submitted classification of land as per notified master plan of Bathinda.
In this regard, we respectfully submit that the land classification details have been duly obtained from the competent authority, The District Town Planner, Bathinda. The same is enclosed herewith for your kind perusal.
As per the said report, it is certified that the project site falls within the Residential Zone (RD-1) of the notified Master Plan of Bathinda. Accordingly, the proposed housing project conforms to the land use provisions of the notified Master Plan.
2. The project has not submitted any document / permission from the concerned department regarding surplus capacity of terminal STP to handle the wastewater of colony.
In this connection, we respectfully submit that sewerage connectivity has already been approved by the concerned department vide NOC No. 7603 dated 04.11.2025.
Further, to comply fully with the requirements of the SCN letter, we have again applied to the Department of Water Supply and Sanitation (Division-3) for issuance of a formal letter confirming the availability of surplus capacity at the terminal STP to handle the wastewater generated from the proposed housing complex. A copy of the request letter submitted to DWSS is enclosed for reference.
We have been informed that the said request has been forwarded to the Punjab Water Supply and Sewerage Board for further examination and confirmation, vide Letter No. 8555 dated 16.12.2025 issued by DWSS. Copy of letter is attached. However, the response from the competent authority is presently awaited.
In view of the above and to ensure uninterrupted compliance with environmental norms, we hereby propose to manage and utilize the wastewater generated from the project within the premises itself. The details of the proposed wastewater management system are as under:
Total estimated wastewater generation: 31 KLD
Estimated utilization for flushing: 12 KLD (through provision of dual plumbing system)
Proposed green area: Approximately 1200 sq. m
Estimated utilization for green area irrigation: 19 KLD (plantation to be developed using Karnal technology)
Proposed STP capacity: 40 KLD
Collection tank capacity at site: 40 KL
Proposed STP treatment process: Fluidized Aerobic Bio-Reactor (FAB)
It is further submitted that, in the event of sewerage connection to the municipal network at a later stage, the requisite NOC/confirmation regarding availability of surplus capacity from the concerned department shall be obtained and a copy of the same shall be submitted to the Punjab Pollution Control Board at the time of applying for Consent to Operate (CTO).
